Sustainable development in article 6 Gilles Dufrasne, Carbon Market Watch Africa Carbon Forum 2018 April 11th 2018

Inspiration for SD rules Article 6 rules can draw the best elements from multiple past and present experiences!

Promoting SD for an efficient market Ignoring SD is a market failure! SD has value which needs to be captured in the market Externalities should be taken into consideration

How to include SD in the market? Set positive criteria to encourage projects with large co-benefits e.g. More efficient indoor cookstoves Set negative criteria against projects with negative externalities e.g. Ban coal projects

SD for and with local populations Robust Local Stakeholder Consultation processes Accessible and effective ways of recourse Meaningful precautionnary measures against adverse environmental and social impacts

Recommendations (At least) two sides to SD: the What and the How What: prioritise projects with large co-benefits, avoid coal projects, set up robust certification processes How: inclusive and participatory process, adequate channels of communication and protection for all stakeholders
