Career Pathways Defined WIOA Sec. 3 (Def. 7) A combination of rigorous and high-quality education, training and other services that – Aligns with the skill needs of industries in the economy of the State or regional economy involved; Prepares an individual to be successful in any of a full range of secondary or postsecondary education options, including registered apprenticeships; Includes counseling to support an individual in achieving the individual’s education and career goals; 6

Career Pathways Defined , cont. WIOA Sec. 3 (Def. 7) D. Includes…education offered concurrently with and in the same context as workforce preparation activities and training for a specific occupation or occupational cluster; E. Organizes education, training and other services to meet the particular needs of an individual in a manner that accelerates the educational and career advancement of the individual to the extent practicable; F. Enables an individual to attain a secondary school diploma or its recognized equivalent, and at least one recognized postsecondary credential; and G. Helps an individual enter or advance within a specific occupation or occupational cluster. 7

Career Pathways is Inclusive of Apprenticeships What is an Apprenticeship? A job and career pathway that allows individuals to simultaneously earn money and learn a skill through a combination of education and hands-on training. What is Registered Apprenticeship? High-quality work-based learning and post-secondary earn-and- learn models that meet national standards for registration with the U.S. Department of Labor (or federally recognized State Apprenticeship Agencies). Apprenticeships strengthen workforce inclusion Because of the range of opportunities available, apprenticeships provide a good career path for people from all backgrounds, including people with disabilities. For businesses, this increased diversity means a broader range of perspectives on how to confront challenges and achieve success. Why Career Pathways? Too many adults lack the skills or credentials required for in-demand jobs Systems must be in alignment for successful sector partnerships and Career Pathways systems Transforms employers from customers to partners 9

DEI-Career Pathways Connection DEI Round VIII Funding Opportunity Announcement states: ”Under (Round VIII) DEI funding, grantees will focus on improvements needed to make their existing “career pathways” systems fully inclusive of and accessible to individuals with disabilities.” 10

Effective Career Pathways Models Must Operate at Two Levels Systems level A series of connected education, training and support strategies that enable individuals to secure industry relevant certification and obtain jobs within an occupational area. Program level A single training initiative containing one or more essential components. Systems Program 11

Career Pathways Systems Creates a framework for existing Education and Workforce services to move from disconnection to system integration Shifts focus from job attainment to career for economic success Offers a more efficient and customer-centered approach to workforce development Discourages different pathways from multiple systems 12

Benefits of DEI/Career Pathways System Alignment Increase business community awareness Integrate systems changes Align policies, practices, and leverage funding across systems Establish measurable goals Develop strong evaluation methods 13

Career Pathways Programs Use integrated alternative assessment processes Revise curriculum to fit all learning styles Provide opportunities for more flexible education and training Create opportunities for upward mobility in a chosen career or career cluster 14

Developing An Effective DEI/CP Connection Buy-in from ALL system Decision-Makers Team speaks a common language Each Member knows their role Cross Training avoids duplication MUST create Core DEI CP Team Benefit from a vision, mission and goals 16

State Level Team State team supports local team and assists in the development of an administrative and regulatory environment that aids local implementation and statewide development 17

Ready for Action Local partners develop CP/DEI Team and conduct research Team completes assessment of CP/DEI Alignment Team works with management and partners to discuss and approve plan Team meets regularly to reassess plan 18

Summary WIOA promotes improved services for job seekers with multiple barriers Apprenticeship is part of DEI Career Pathways Build upon existing CP programs and models Buy-In Needed at all levels and all systems A Core DEI CP Team is the most effective tool for system change
