1. Background European Union Food and Veterinary Office – EU-FVO, audits competent authorities of EU trading partners to ensure compliance to EU requirements. There are set frequencies to conduct these audits, however other factors like increased non-compliance may trigger more scrutiny. Specific areas are identified by EU-FVO.

4. FVO Recommendations and South Africa Responses Responses (South Africa) 2006 (Mission Report: DG SANCO 8122/2006) 1. Improve controls on users of plant protection products. 1. Min. 200 inspections for PPPs per annum on farm level from 1 April 2007. Sample min. 10% of registered PPPs from June 2007. 2. Broaden the scope of analytes and fully implement validation and quality control of measurements. 2. DAFF laboratories, ASS – accreditation preparation fast tracked & assessment expected July 2017, ASN – secured funding for LC-MS and procurement concluded February 2017. 3. Systematically follow up all notifications – RASFF alerts. 3. DAFF engaged DoH for coordination of RASFF notification, SOP on Traceability was drafted 2014 (Mission Report: DG SANCO 7186/2014) 4. Broaden scope of analytes covered by pesticides residue laboratories. To increase number of Officially Recognised Laboratories (ORLs) – expand scope tested as follows; 50% of SA registered actives – 31 Dec. 2016 & 75% of SA registered actives – 31 Dec. 2019 5. Ensure internal investigations and corrective actions in response to RASFF alerts. Process effected since July 2014 will further be reinforced and monitored by DAFF.

5. Progress Achieved 2006 - 2014 2014 – to date 1. DAFF laboratories – ASS attained accreditation although scope of analyses was still limited at 35 actives, ASN – expanded the scope of analyses from 62 actives to 91. 1. DAFF laboratories – ASS still accredited & expanded scope of accreditation to include deciduous fruits, ASN – applied for accreditation but was hampered by budgetary limitations. Five (5) ORLs were appointed to complement gov’t labs scope of testing & accreditation. 2. Coordination was improved for handling RASFF notifications, SOP on traceability was drafted and implemented July 2014. 2. Internal investigations and responses to RASFF notifications are implemented, monitored and improving.

6. Wayforward Strengthened collaboration – within regulatory units in DAFF, with external stakeholders and academic institutions. Regular monitoring of progress in implementation of South Africa’s undertakings to FVO. Sharing progress achieved with relevant stakeholders. Shared role in further increase of scope of testing to cover the entire regulated actives.
