Presentation transcript:

The document represents the EMSWGs response to recommendation #12 o TOPs should take measures to ensure that their real-time tools are adequate, operational, and run frequently enough to provide their operators the situational awareness necessary to identify and plan for contingencies and reliably operate their systems Real-time tools guidelines

The EMSWG also considered the following section of recommendation #11 when creating these guidelines o They(entities) should obtain sufficient data to monitor significant external facilities in real time, especially those that are known to have a direct bearing on the reliability of their system, and properly assess the impact of internal contingencies on the SOLs of other TOPs. In addition, TOPs should review their real-time monitoring tools, such as State Estimator and RTCA, to ensure that such tools represent critical facilities needed for the reliable operation of the BPS Real-time tools guidelines

The document provides best practices for Real-time tools, or more commonly referred to as Advance Applications o Power network model o State Estimation o Contingency Analysis The format and information provided was done to help entities who may be looking for a starting point as it relates to advanced applications as well as entities who are working to increase the effectiveness of existing tools Real-time tools guidelines

The focus of the document was on the following key factors: o Availability of the tools o Scope/effect of the tools o Alarm/Notification as it relates to the tools o General use of the tools o Health and support of the tools Real-time tools guidelines

Motion The Operating Committee approves the WECC Real-time Tools Guideline as recommended by the Energy Management System Work Group Real-time tools guidelines
