Policy on investment in real estate business The State encourages the foreign organizations, individuals investing into real estate sector, consistent with the socio-economic conditions from time to time and the schedule for the international economic integration The State encourages, and has a policy to provide, assistance to organization and individuals engaged in real estate business to invest in the establishment of Residential Housing Funds to sell on deferred (or) installment payments; to lease out or to grant hire purchase to people with achievements, to poor people and to low income earners; and to invest in industrial zone infrastructure in order to lease out land surfaces servicing production.

Evaluation procedures on issuing the Foreign Investment Certificate Written request for issuance of an Investment Certificate on the stipulated form (APPENDIX I-3 of Decision No. 1088/2006/QD-BKH dated 19 October 2006); Report on financial capability of the investor (which the investor shall prepare and for which the investor shall be liable); Feasibility study comprising the following main items: objectives, scale, location of investment, investment capital, implementation project, land use requirements, and technological and environmental solutions; (applied for investment projects which have invested capital from three hundred (300) billions VND or more) Report on the possibility that meet all conditions which the investment project request (in the case of projects in sectors in which investment is conditional stipulated in article 29 of the Law on Investment and in Appendix III issued with Decree 108/ND-CP dated 22 September 2006)

Evaluation procedures on issuing the Foreign Investment Certificate - With respect to members being a foreign organization, a copy of the establishment decision or business registration certificate or other equivalent document a copy of the business registration certificate (notarized or copy certified by Vietnamese competent agencies or foreign consular officers in Vietnam within three months before the date of submission of the business registration documents), power of attorney, people's identity card, of passport or other lawful personal identification of the authorized representative. Document of an authorized body or organization certifying the legal capital in respect of enterprises conducting lines of business for which legal capital is required by law. Practicing certificates of the director or general director and other individuals in respect of enterprise conducting lines of business for which a practicing certificate is required by law.
