cONTEXT & Actual Status

What is OSCAR/Surface? SORT Part of the WIGOS Information Resource which is one of the 5 main priority areas of the WIGOS Pre-Operational Phase (2016-2019)  approved by Cg-17 in 2016 One of the three key databases of OSCAR - the Observation Systems Capabilities and Review tool - which support the WIGOS Rolling Review of Requirements (RRR) lists surface-based capabilities; was developed jointly by WMO and MeteoSwiss, with the Swiss government providing the major part of the funding as well as operational support SORT Requirements Surface capabilities Space capabilities Analysis What do we need? What is missing? What do we have?

Why do we need OSCAR/Surface? WIGOS Technical Regulations / WIGOS Manual: Obligation of Members to make available internationally, without restriction, those mandatory and conditional (whenever the condition is met) observational metadata that support observations; OSCAR/Surface: Is the implementation layer of the WIGOS Metadata Standard replaces Volume A (transition phase until end of 2017), but will also include information from similar inventories for other (non-GOS) components of WIGOS Is WMO's official authoritative repository of metadata on surface-based meteorological, climatological, hydrological and other related environmental observations that are required for international exchange  it is of crucial importance that it is accurate and up to date! What does OSCAR/Surface offer? Comprehensive WIGOS metadata for all stations/platforms under WIGOS all over the world all types; weather, climate, air quality, hydrology,… Ability for users to decide which data to request, which data to use, and for which purpose(s) Centrally managed metadata base in order to minimize inconsistencies Option to use OSCAR/Surface as national database for observing systems Mandatory to register in OSCAR/Surface those stations for which data are exchanged internationally Other stations may be registered in OSCAR/Surface at the discretion of the Member

What are the WMO Members expected to do? The benefit of OSCAR/Surface lies within a metadata set which is accurate and up to date. Therefore it is of crucial importance for each Member: to assign immediately a national focal point for OSCAR/Surface if not done yet who is dedicated to review that the station information for your country/territory update the metadata if needed ( include missing stations, add additional and correct wrong metadata) manage editing right for all station information in your territory Familiarizes himself with and challenges the system and provides feedback via the ‘Feedback’ or ‘Support’ button within in OSCAR/Surface

Key messages to Members The main value of OSCAR/Surface depends on the quality and accuracy of the metadata being managed with it: It is the responsibility of each member to manage the station & observation information within its country/territory Each Member contributes to increase the value of OSCAR/Surface which is for the benefit of the whole WIGOS community Key Message 2: We can only support you or ameliorate the system if we know of any difficulties you encounter Please make use of the support / Feedback function and let us know how we can help
