INTRODUCTION Fire Emergency Plan or FEP Fire Emergency – A Fire situation – involved risk of human lives. Proper planning – allows situation to be systematically managed and controlled. FEP - reference for key holders such as Building Management, Fire Safety Committee and SCDF. Fire Emergency Plan or in short term is called FEP. It is a plan that direct the appropriate action to be done in time of fire emergency. Fire emergency is a fire situation involves risk to human lives. Situation can escalate till it can be uncontrollable. So it is important to be ready to face this unforeseen circumtances and come out with a proper plan. Fire Emergency Plan is most useful to key holders such as building management, fire safety committee and SCDF.

What is a Fire Emergency Plan?

A plan which contains info on types of fire safety measures that are provided for in designated premises & includes floor layout plans & evacuation procedures A Fire Emergency Plan is a plan which contains information on various safety measures in the event of a fire for a particular premises and includes floor layout plans and evacuation procedures. A FEP will assist to prepare the occupants for any emergency so that their evacuation or movements within or out of a building can be accomplished in a safe, rapid and orderly manner.

Section 21 of the Fire Safety Act owner of a designated building is required to put up a Fire Emergency Plan. Under Section 21 of the Fire Safety Act, the owner of a designated building is required to put up a Fire Emergency Plan. The Fire Emergency Plan is a step-by-step evacuation procedure for the occupants of the building to follow. It will ensure the safety of human lives in the event of fire and bomb threats by establishing a systematic and orderly evacuation plan, prompt raising of the fire alarm and marshalling of first aid and fire fighting effort.

Requirements of a Fire Emergency Plan RESTRICTED Prepare in accordance with guidelines Form a Fire Safety Committee to assist to plan, organize & conduct fire safety program Review annually or as and when required by Commissioner FEP kept at FCC (Fire Command Centre) or other place easily available 1-34 RESTRICTED

Why organize for fire emergencies ? RESTRICTED Dangerous operational practices Combustible & smoke producing materials Indecisive, delay & lack of responsibilities Why organise for fire emergencies? Although every building is constructed and designed to meet certain minimum standard of fire safety, a fire emergency plan is needed for the following reasons : -Dangerous operational practice - eg. wedged open fire doors, obstructed means of egress, locked exit doors, etc. This practices are normally caused by human. Irresponsible people after opening the fire door do not close it which allow fire and smoke to spread in the event of f ire. Occupants in the building due to shortage of storage area in their premises, placed their goods along escape routes causing obstruction. Occupants locked the exit doors due to security reasons and do not know the consequence. -Combustible and smoke producing - Nowaday, there are many combustible materials such as plastic chairs, tables, papers found in commercial and office buildings. This kind of materials causes rapid spread of fire and also produces smoke and highly toxic gases. -Indecisive, delay and unawareness of responsibilities in case of fire. Occupants tends to push responsibilities to one another. As a result, it cause a delay and allow the fire hazard to remain and no action taken to remove fire hazards. 1-33 RESTRICTED

As such, a fire emergency plan is needed to : -avoid panic -evacuate safety and orderly -tackle incipient fires with first aid fire-fighting equipment such as fire extinguishers, hosereel, etc. but do not put yourself at risk. -provide good information and assistance to firefighters. The layout plan of the building, type of storages and contact numbers of key officers can be found in the Fire Emergency Plan. This will allow fire fighters to have a better appreciation of the situation and they will be able to put out the fire more effectively. -effect timely protection of machineries and property 1-34 RESTRICTED

The responsibility for forming and maintaining such a committee is that of the owner or his designated official.
