D10 REVIEW PROCESS April-June 2014: February 2015: PHASE I: COMPILATION OF INFORMATION PHASE II: CONCLUSIONS/ RECOMMENDATIONS April-June 2014: Manual prepared by Milieu. Filled by DG ENV and EC JRC. June 2014: Meeting of Technical Group Marine Litter July-September 2014: Discussion document based work in MSFD TG ML. 22 October 2014: Presented at 12th WG GES meeting. February 2015: Version 3.0 sent to experts. Answers received and analyzed. Integration of comments March 2015: Last comments from MSFD TG Marine Litter to Version 4.0. 30 March 2015: Delivery of final manuals/reports.

D10 General observations Marine Litter is still an evolving topic, D10 implementation is under development MS need to start monitoring programs and gather experience Discussions have been ongoing, not all are finalized, they are documented in the D10 review report

Overall Recommendations Simplification and updating of text Removing (integrating) one indicator Introducing minimum requirements (category list) Need for close collaboration with RSCs

D10 Structure of the descriptor Basic Descriptor structure to be retained, with some modifications: Emphasize the need to identify sources (feasibility) Matrices: Seashore (beach), water surface, seafloor (remove midwater) Treat microplastic along other size fractions in the different matrices Allow for impact indication other than ingestion, in particular entanglement

EU-wide Minimum list of elements and/or parameters D10 Monitoring should be based on a common minimum required list of elements and parameters for comparable results Marine Litter Category list Identification and source relation of litter items is based on a “master list” of litter categories across matrices. While items might be prioritized for measures, monitoring should be based on that common list. The list should be updated regularly, based on scientific findings and practical requirements. The list should be and remain harmonized at EU level and beyond.

D10 Commission Decision review recommendations Tentative text for illustration: “10.1. Properties and quantities of litter in the marine and coastal environment — Trends in the amount of litter, including micro-litter, washed ashore and/or deposited on coastlines, including analysis of its composition, spatial distribution and source (10.1.1)” — Trends in the amount of litter, including micro-litter, floating in the surface layer and deposited on the sea- floor, including analysis of its composition, spatial distribution and source (10.1.2) 10.2. Impacts of litter on marine life — Trends in the amount of litter ingested and number of entanglement incidents by marine animals (10.2.1). “
