Possible Optional Requirements (for the purpose of discussion at R0 sub group) UN Regulations in this table would contain optional requirements under IWVTA. Those UN Regulations should be split, if such UN Regulations include the optional requirements which is mandated for its installations only in some CPs applying UNR0. 2.How to treat Optional requirements Precondition 1 UNRs applicable to IWVTA Step 3 are identified by GRs. Precondition 2 - UNR0 includes installation requirements. - The UNRs with optional requirements are split into separate UNRs. Precondition 3 UNRs applicable to IWVTA Step 1 are the ones no CPs applying UNR0 have trouble accepting. Issue to be considered Whether new UNRs not necessary for some CPs are included in IWVTA (Large IWVTA*) or not (Core IWVTA**)? * to be explained in slide 5. ** to be explained in slide 6)

2.How to treat Optional requirements If it’s included in IWVTA, (Large IWVTA) - To discuss an administrative scheme for mutual recognition in IWVTA in case of reducing applicable UNR. Universal IWVTA Regulation No. Series R10 XX R11 R12 R13H R34 … Rxx (ESC) Issues to be discussed include whether IWVTA without some optional requirements (ex. Rxx (ESC)) should be recognized as Limited IWVTA, or could be recognized as Universal IWVTA? If it is recognized as Limited IWVTA, which, by definition, CPs may refuse to accept. What should be done? If it is recognized as Universal IWVTA, can CPs request Type Approval of the optional requirements in addition to Universal IWVTA? Optional requirements

2.How to treat Optional requirements If it’s NOT included in IWVTA, (Core IWVTA) , - To develop a rule how UNR in the Optional list is moved to Universal IWVTA. Regulation No. Series R10 XX R11 R12 R13H R34 … Universal IWVTA UN-R(ESC) XX UN-R(TPMS) Optional requirements

3. IWVTA in step 1: Concept of Large IWVTA Regulation No. Series R10 XX R11 R12 R13H R34 … Rxx (ESC) Universal IWVTA* UN Regulations necessary for many Contracting Parties applying UNR0 UN Regulations no Contracting Parties applying UNR0 have trouble accepting UN Regulations not necessary for some (many) Contracting Parties From the practical point of view, some of UN Regulations included in UNR0 would not be required by some (many) Contracting Parties (blue square part). As a consequence, some (many) Contracting Parties might end up in using IWVTA of limited recognition (red square part), instead of Universal IWVTA. * Universal IWVTA is a type approval pursuant to the highest level of stringency of the latest version of UNR0. CPs applying UNR0 shall accept U-IWVTA.

3. IWVTA in step 1: Concept of Core IWVTA Universal IWVTA consists of UN Regulations that many Contracting Parties applying UNR0 consider necessary for IWVTA. Regulation No. Series R10 XX R11 R12 R13H R34 … Universal IWVTA* UN Regulations necessary for many Contracting Parties applying UNR0 UN Regulations no Contracting Parties applying UNR0 have trouble accepting UN Regulations not necessary for some (many) Contracting Parties Rxx (ESC) XX … Rxx (ESC) (blue square part) would be outside of UNR0. If Contracting Parties want to mandate such a Regulation, they can do it by applying individual UNRs (e.g. Rxx). Although outside of R0, ESC requirements would NOT be deviated among countries.
