More and more respect for workers Changes in population structure 1.More and more elderly population 2.Less and less labor available

Background, problems & justification Changes in the nature of labor force itself New generation employees pursue more freedom which is supported by higher wages, shorter working hours, better working conditions, more reasonable labor protection mechanism, more secure social insurance mechanism, etc Weak collective strength of emplyees 1.Many emplyees separated from the TUs 2.Many companies without a TU 3.Lack of collective bargaining legislation 4.Emplyees in TUs lack of bargaining power

Background, problems & justification ILS hardly be applied 1.The ILO MNEs Declaration rarely seen 2.OECD Guidelines less applied 3.Govt Minimum wage standard only symbolic

Target Group All employees, esp. new generation employees All companies, esp.in Non-Public ownership economy All TUs,esp TUs in Non-Public ownership economy

Time Frame & OBJECTIVES 2012-2014 : To promote legislation in CB (Depends on the Govt ) 2012-2015 : 1.Establish more and more TUs in Non-Public ownership economy (80-85%) (Less than 25 Union members Trade union federation) 2.Increase TU membership (75-80%) 3.CB instructor training (1 million) 4.Develop CB in more and more enterprises (80-85%) 5.More ILS applied Safeguard the interests of workers & Enhance the attractiveness and cohesiveness of trade unions

ACTIVITIES TO ACHIEVE THE OBJECTIVES Call for legislation on CB in the National People's Congress and Political Consultative Conference Use the media----When strikes happen, when most of the companies are lack of labor available,TUs will promote the employers to carry out CB and persuade employees not to leave alone but start CB,which aims at changing the labor”s mind, esp. the new generation labor who are fond of a separate action(Ex: Jumping suicide)

ACTIVITIES TO ACHIEVE THE OBJECTIVES For the companies without a TU and without CB,let them know the importance of TU & CB Publication of a pamphlet Use the media Training TU-organising instructors 1 million(not so exactly; more for developed provinces than the less developed)

ACTIVITIES TO ACHIEVE THE OBJECTIVES Training CB instructors 1-2 million(not so exactly;more for developed provinces than the less developed) Publication of a pamphlet Develop the database of TU-organising Establish a database of CB Publication of series of books on ILS in Chinese edition Creation of more union & labor regulations/laws according to the ILS
