80 years old TODAY. Happy Birthday Teesside 80 years old TODAY!!!! Happy Birthday Teesside! Older, bigger and more mature, but much the same at heart!

Historical context…. where did HEBP start from Under-qualified/Under-skilled workforce Poorly defined progression routes for both vocational learners & those in employment Low participation rates in HE Low demand for HLS from both learners and employers Low levels of understanding of ‘the offer’ Little HE available in local communities 21 November 2018

and what about the future….. Do you want the good news or the bad news?

Don’t want to be gloomy on our birthday but.... £450m plus a further £200m already being taken off HE in 2010/11 (although Teesside, and hence HEBP, are doing OK at the moment!) Much greater cuts still to come! - Up to 25% cuts in public sector funding by 2013 (could mean £16m-£20m p.a. for us) Funding streams that currently support some key activities increasingly at risk

and there’s more….. Demand for FT HE massively exceeding supply – but no prospect of Gov’t increasing its spend on HE Hence, likely to be limited future growth in FT nos. (but we’re facing demographic decline in NE anyway) and…. FT Student fee cap is likely to rise significantly (following Browne Review) Concerns expressed that ‘excellent teaching is not universal’.... looking to link funding directly, to quality

and more……. Suggestion that WP is now ‘an irrelevance’ All future growth to be restricted to STEM &/or other priority areas (which are NOT particularly the areas where we are experiencing further growth!) Much of growth will be co-funded (i.e. requiring a significant employer contribution) But… (hopefully) commitment will still be to ‘accessible, flexible, vocational/professional HE to meet the needs of the post-recession economy’

So what does all of that mean for the HIGHER EDUCATION BUSINESS PARTNERSHIP (HEBP) i.e. what could possibly prove to be “THE GOOD NEWS!!”

Never been a more important time to ‘stand together’ - must make our voice heard ‘together’ Partnership could potentially be ‘win:win’ situation Major opportunities for future HE growth in the colleges – at relatively low risk University able to continue to expand, and deliver its mission, through partnership Able to capitalise on the benefits to all parties of enhanced progression routes to HE

And so what makes HEBP so special? Mature, ‘sustainable’, open/transparent partnership built up over many years (Currently c.4000 enrolled students (> 2100 fte) - increase of c.80% in 3 yrs) In it for ‘the long haul’ Strong, demonstrable, commitment ‘from the top’ Based on a ‘Preferred partner’ model Obligations and benefits clearly articulated

Geographical coherence/identity (spanning Tees Valley) Continued….. Geographical coherence/identity (spanning Tees Valley) Growth potential for all… with mitigated risk! (further funded growth already in place) University investing in the Partnership: £9.5m. Spent on HE Centres Ongoing investment in L&T capital Ongoing commitment to joint staff development Committed to supporting growth aspirations

Collaborative approach to curric. innovation Continued….. Operating within an agreed ‘framework’ strategy (HE Strategies/MoAs/Ops manuals in place) Collaborative approach to curric. innovation Flexible, responsive and accessible portfolio of ladders/webs of progression from L3 to L7 Mature mgmt/governance structures in place (HEBP Board involving all Heads of Institution)

But…. goes beyond just level 4+ franchised delivery Continued….. But…. goes beyond just level 4+ franchised delivery Raising aspirations (e.g. HEadstart – prep for HE) IAG (e.g. Passport Plus) Summer University Progression pathways Employer engagement Increasingly ‘joined up’ approach to employers and ‘One Door’ business support gateway

… and we are very proud of it! and…. most of what I’ve described is not in place, or not so well embedded, elsewhere in the country and, all in all, we think it works … and we are very proud of it! and committed to it! …. and we hope you are too!!! 21 November 2018
