But when his foot touches the ground his body which is under Inertia of Rest Cannot change to Inertia of Motion.

No. You are wrong. The Body when at train it is under Inertia of Motion with the moving train. But the ground where his foot touches is at Inertia of Rest. So his body was not able to change suddenly its Inertia of Motion to Inertia of Rest. Go Back and Try Again
