Implementation of the Global Basing Strategy requires new concepts. The Challenge Implement strategies to work with host nations to develop and maintain mission sustainability. Implementation of the Global Basing Strategy requires new concepts. 11/17/2018

In the United States, DOD: Controls the land. Complies with well defined US statutes and regulations. Has responsibility for success. Partners with others. Purchases land or development rights outside the fence. Can reach out directly to stakeholders. 11/17/2018

At Overseas Locations, DOD: May not control the land. Faces a complex matrix of regulatory requirements. Will not have sole responsibility or authority. May be limited in outreach. But, may get the blame if activities are disruptive. 11/17/2018

Two major initiatives in ER&S Work with P&R, which has the lead, in writing a new instruction under DOD Directive 3200.15, “Sustainment of Ranges and Operating Areas.” This will be described in more detail on day three of this conference. Engage with Host Nations - Develop information modules to be shared with host nations to support mission sustainability. 11/17/2018

Strategy for Engagement Develop two levels of modules: High level overview for senior host country leadership. Tools for implementation by host country staff. All modules must be FLEXIBLE and SCALEABLE. 11/17/2018

Specific Tools to Share Tools for use outside fence Air Installation Compatible Use Zone (AICUZ) Natural and cultural resource management Stakeholder/public outreach Tools for use inside the fence Training Area Management Natural and cultural resource management plans Environmental assessment Safety (including flight and explosive) 11/17/2018

Broader Focused Module “Principles Of Environmental Management for Military Organizations” Two to three day workshop. Provides general overview of DoD environmental program. Provides best management practices. Specific topics tailored to host nation. 11/17/2018
