Key Comment Information Comments are due on January 16th, 2018 and are only solicited every three years; Reference all comments by section, question, or page number Feedback is requested on both suggested revisions (Attachment B) and the Model State Plan as a whole Please review the Dear Colleague Letter and the Federal Register announcement (linked in the Dear Colleague Letter)

Instructions for Comments (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) The accuracy of the agency’s estimate of the burden of the proposed collection of information (c) The quality, utility, and clarity of the information to be collected; and (d) Ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology."

Comments and Feedback on Selected Sections

Section 3: State Plan Development and Statewide Goals Should there be specific guidance that State Plan goals should be based on input from the eligible entities (3.2)? Are there any potential improvements around guidance to the participation of eligible entities in development of the State Plan (3.3, 3.4)?

Section 4: CSBG Hearing Requirements Is there adequate guidance on the definition of “sufficient time” to provide feedback (4.1 and 4.2)? Is any additional guidance required about the public hearing process?

Section 5: CSBG Eligible Entities Should additional information be provided about T/TA and/or other forms of support for new eligible entities (5.3a) or mergers (5.3c)?

Section 6: Organizational Standards Should 6.3a request the State CSBG Lead Agency explain how it will improve the efficiency of the assessment process? Should 6.5 include language that Performance Targets should be set in consultation with eligible entities? Should Section 6 include a brief description of how the CSBG Lead Agencies provides training to its monitors on interpretation and documentation of the organizational standards? Should Section 6 include a description of how the dispute resolution (or similar process) if an agency disagrees with its assessment?

Section 7: State Use of Funds Is there any missing information or needed guidance in Section 7?

Section 8: State Training and Technical Assistance Should 8.1 reference collaboration with the State Association and the State T/TA Plan? Should 8.2 include: Request for a description of how the State CSBG Lead Agency defines and uses QIPs and TAPs and/or guidance on their use? How the State CSBG Lead Agency will provide T/TA to CAAs with unmet standards? Should qualifying language be added that a TAP be put in place if the eligible entity does not address the unmet organizational standard within a reasonable period of time?

Section 9: State Linkages and Communication Should Section 9 include a description of how the State CSBG Lead Agency coordinates with the appropriate regional Office of Head Start and State Head Start Collaboration Office? Are there any other programs and/or networks missing? Should 9.10 include a timeframe (e.g. 60 days) to provide eligible entities and State Associations feedback on performance on the State Accountability Measures?

Section 10: Monitoring, Corrective Action, and Fiscal Controls Should 10.5 include a brief description of how the State CSBG Lead Agency provides T/TA to eligible entities on QIPs?

Section 11: Eligible Entity Tripartite Board Is there any missing information or additional guidance for Section 11?

Section 12: Individual and Community Income Eligibility Requirements Is there any missing information or additional guidance for Section 12?

Section 13: ROMA System Is there any missing information or additional guidance for Section 13?

Section 14: CSBG Programmatic Assurances Is there any missing information or additional guidance for Section 14?
