Colorado Workforce Centers – Migrant Education Program Inter-Agency MOU

CDE & CDLE - MOU Implemented August 2012 A collaboration between our agencies Information sharing Timely recruitment Providing services Inter-Agency Referral form

Inter-Agency Referral Form To be filled out only when appropriate To provide referral for services Send to Maria Perez De-Leon Maria will send to CDLE for processing CDLE will send to Olga Ruiz Olga will send to Maria for processing Sometimes a customer will not want a referral or may not need one, we value your time and know that even though the form is one page and pretty easy to fill out it can get time consuming when added to the other documents you work with. So please converse with your customer first to get a feel for what kind of services they need and want.

Referral Form Instructions The shadowed area is for office use only to be filled out by YOU Your full name here. Your office name here. Most of this form is self explanatory. In the past we have had staff members fill out the customer name in this spot instead of their name. Please make sure the form is legible.

Instructions cont. Please include full name, full address and a phone number In most of our Workforce centers there are no outreach workers. Since we are going to implement this policy statewide this part will be increasingly important since those centers will be contacting the customer via telephone to provide information and services. This area gives us information about the family dynamics.

Instructions cont. What type of services does the customer need? You already know what type of services your agency provides, You only need to fill out the Workforce side. I will explain the services we provide in the next few slides. MEP Staff will be filling out this side of the form.

Referral Form Instructions Customer Signature A signature is required in order to obtain permission to share the information Once the form is complete, make sure to send it to Maria within 24 hours.

For Employers Employee recruitment Colorado’s largest database of skilled applicants Prescreening and referral services Listing of job openings on the internet Job fair Interview space Outreach workers walk a fine line between the employer and the worker rights. We need to make sure we keep a good working relationship with the employers because it would be detrimental to our work if the employer does not allow us to visit the workers during working hours. We assist employers in obtaining more workers, provide them with information on regulations and laws and provide any other type of assistance to them.

Financial Incentives Worker Tax Credits On-the-job training reimbursements Unpaid internships Federal Bonding Program These are some programs that are also available through the workforce system. Worker tax credits provide the employer with a tax credit if they hire a person who is in a target group. Some target groups include, ex-offender, TANF or welfare recipient, etc. Employers can also receive reimbursements for OJTs. This can assist a worker to get their foot in the door when they are trying to branch out into an industry where they have no experience in. Unpaid internships can lead to paid positions. Sometimes this is a good option for workers to prove themselves with an employer Federal bonding is for workers who can not get bonding on their own but have a job offer pending approval of bonding.
