Intervention Area

Why is Inclusive health a issue in Bangladesh? Identified Gaps ● Lack of resources and facilities ● Lack of proper information and referral system ● Policies are not in proper practice ● Inadequate specialized rehab facilities

How does the inclusive health model work? Implemented Pilot project with MoHFW Conducted study on access to mainstream health for identifying gaps within the government health system Implementation of inclusive health project through Tri-party MoU (MoHFW, CBM and DRRA) Ensured availability of quality rehab facilities at Upazila (sub-district) level hospitals Involvement of DPOs for service coordination and participation of people with disabilities Established functional referral mechanism (community to national level)

Ministry of health is involved in many ways Capacity building of Government field worker on disability prevention and early identification Service monitoring and coordination Office order for involvement of Government service providers and allocation of rehabilitation centre at hospital Hospital Facilities are open for persons with disabilities (Drugs, OT, Bed , pathology, Space, Furniture) one stop service for persons with disabilities Formation of inclusive health committee within health ministry and sub district level hospitals .

Medical Rehabilitation Free surgery at district hospital for physical healthcare and eye healthcare. All pathology and medical service free and with priority. Priority treatment by specialist. Health focal in all hospitals for disability issue. One stop service for persons with disability with multi disciplinary medical provisional. Enabling hospital environment friendly for the persons with disabilities Budget for medicine

Preventing risk of disabilities: Upazila health workers & CHCP on Community Clinics are working on disability prevention and developing training module and Tools Arrange TOT for government hospital doctors Inclusion of disability as a part of NCDC National action plans for next five years.

Multi Stakeholders approach To make health inclusive, we need to collaborate with international, national and local level stakeholders along with DPOs. International stakeholders (CBM & Ausaid) provides support for setting up a rehab unit along with some technical staff salary in Govt. hospital

Together We Achieved... Nine hospitals from the districts of Chittagong, Satkhira and Manikgonj are accessible and inclusive for the persons with disabilities and declared as disabled friendly hospitals 70% identified people with disabilities under these three districts are enrolled during this period Formal referral linkage established within various local and national government institutions DPOs are now the member of Upazila disability health committees and 270 Community clinic Support Groups (CSGs) Neuro-Developmental Disability Protection Trust developed one year plan to do pilot by using this project experience and going to work with DRRA Disability prevention under communicable and non -communicable disease(NCDC) is in government policy now and in a process to be address in coming five years plan

Continued....... WHO, DG Health, and DRRA are working together to create data base of people with disabilities for medical rehabilitation as part of mainstreaming data base Three training modules on disability prevention, identification and child management with tools has been developed and ToT has been conducted for 100 govt. doctors and 270 Community Health Care Providers (CHCPs), FWA and FWVs Government is willing to develop a medical health service protocol for Person with disabilities Three national Dailies are campaigning on promotion of inclusive health and rehabilitation services Political commitment and government interest has grown and improved coordination at national level within 3 different related ministries, NGOs and Donors about inclusive health and rehabilitation services of people with disabilities.

Scopes for Improvements: All rehab instruments & technical staff at 9 hospitals. Parents counseling for Autism and NDD Data system development within existing health system Capacity development for multiple stakeholders Direct support for gap areas like cost for advanced surgeries, device assessment and support .
