Positive experiences and benefits The only EU financial instrument available for wide range of potential beneficiaries Transnational programmes – even more demanding Implementation in all levels of governance and all types of beneficiaries Importance – the capacity and knowledge gained is valuable not only for future cohesion policy but for general development planning as well. Promotion of EU standards and values is bringing EU integration closer to ordinary citizen.

Challenges in implementation English language and PRAG procurement procedures Many layers and levels of control - FLC, JS, second level control, Certifying Authority control and AA audit Programme level - role of NA

Potential improvements More simple and clear procedures on programme level Harmonized projects implementation rules More clear legal roles of NA’s in partner countries (at least in non-MS) Introduction of the AA opinion as binding Complain on decisions of any programme body

Suggestions for post 2020 programme themes WHY INTERREG? WHAT DOES EU WANT TO ACHIEVE WITH PROGRAMMES? HOW TO MEASURE TERRITORIAL COHESION? HOW TO MEASURE COOPERATION? Grants for projects aiming to enhance territorial cooperation in Europe???!! to promote a harmonious economic, social and territorial development of the Union??!! Wiki - Interreg is a series of five programmes to stimulate cooperation between regions in the European Union…… IS MY PROGRAMME BETTER THAN YOURS?

Suggestions for post 2020 IPA New IPA please talk to us DG Regio and DG NEAR should harmonize approaches one of the goals of IPA should be to build capacities for membership IPA should follow the logic of ESI funds – two objectives, different sets of regulations harmonized implementation tools should be obligatory - EMS

All the good things
