Diversifying Australia’s Global Engagement Under Australia’s National Strategy for International Education 2025, key goals include strengthening partnerships abroad and embracing opportunities to grow international education. Latin America is an important region for the diversification of Australia’s international education sector, reflected by the establishment of a second Education Counsellor post in the region in 2018.

Role of the Department of Education and Training The Department of Education and Training is the lead agency for international education policy and strategy. The department focuses on: government-to-government engagement qualifications recognition systems development mobility and scholarships providing advice to the sector on international education regulatory environments

Opportunities Partnering on development of local education and training systems in Latin America. Increasing two-way student and academic mobility. Communicating the benefits of Australia’s engagement with Latin America. Better linkages between industry and the education, training and research sector.

Barriers Foreign competition (Canada, US, UK) Small presence in the region Lack of knowledge Competing priorities

Endeavour Leadership Program The new Endeavour Leadership Program (ELP) aims to increase international research and education engagement between Australia and priority countries in key fields of education, research and innovation. The ELP offers high achieving individuals from Australia and overseas the opportunity to develop their knowledge and expertise, build institution-to-institution connections and create the next generation of international education and research leaders across a wide variety of professional fields.

Endeavour Leadership Program The 2019 round of the ELP was announced on 20 September 2018. Applications are open until 15 November. There is approximately $27 million in funding available for the 2019 round. Under the program, a new Australia-Latin America Endeavour Leadership Category was announced. Individual ELP applicants can apply under four categories: Postgraduate, Research, Vocational Education and Training and Executive.

Australia-Americas PhD Research Internship Program This program provides internships to support students from the Americas to develop collaborative partnerships with Australia early in their research careers, fostering ongoing international collaboration between Australia and the participating countries. Eligible fields include science, technology, engineering, mathematics and education. In 2018, the program co-funded participants from Brazil, Colombia and Argentina.

Other Engagement Multilateral engagement through organisations like G20, APEC and the Pacific Alliance, to pursue shared priorities. Bilateral work with government to develop local vocational education and training (VET) systems to respond to the skills needs of local industry. Supporting the Council for International Education’s Latin America Working Group.

What next Responding collectively to the Latin America Working Group’s recommendations. Communicating regularly with our stakeholders Exploring country-specific and sector-specific strategies for the region. Increasing engagement with ALABC.
