Regional Government Involvement in Census 2020

Why the Census is important $1.3 Billion State-shared revenue Distribution based on Census population estimate Home Rule calculations Use population projections benched to Census $1.3 billion state shared revenue distributed annually Distribution calculations updated annually Based on annual Census population estimate Annual population estimates are benched to decennial census Long range socioeconomic projections use Census figures as base Home rule calculations derived from projections Next three sets of projections will be based on Census 2020 Projections used for long-term transportation modeling and planning Socioeconomic Projections Long-term transportation and other infrastructure planning

Local Update of Census Addresses (LUCA) Nationwide update of Census Bureau’s address list Local government review Review summer 2018 Feedback from Census Bureau summer 2019 LUCA supplemental program Census New Construction Program Provides new addresses after LUCA submittal February 2019 to December 2019 Update Census Bureau list of addresses nationwide Ensure Census 2020 forms mailed to all US residences Cities, towns, counties reviewed Census address list against internal list COGs and MPOs were allowed to assist Census New Construction Program February 2019 to December 2019 Supplemental program to LUCA, providing Census with any new addresses that were not included in LUCA submittal

Participant Statistical Area Program (PSAP) Updates to Census geography as needed: census tracts block groups census designated places (CDP) Conducted by MPOs, with consultation from member agencies Create new, smaller census geographies in growing areas Review January 2019 through April 2019

Why PSAP is important Allows detailed analysis for Census 2020 and future data products Boundaries of opportunity zones, historically underutilized business (HUB) zones, and others are based on census geographies Affects transportation geographies and long-range transportation planning and modeling

Boundary and Annexation Survey (BAS) Annual collection of recent annexations Ensures census data are assigned to correct jurisdiction Deadline 1/1/2020 Annexations after Jan. 1, 2020 will not be included in jurisdiction boundaries for Census 2020 results March 2020 – Highest elected official provided boundary maps review and update May 2020 – Final validation of boundary changes provided to Census Annual collection of recent annexations Ensures census products assign results to correct local jurisdiction Deadline to annex for Census 2020 is 1/1/2020 – annexations after will not be included in jurisdictions Census 2020 results Cities and towns should ensure boundary files up-to-date, work Annual BAS schedule March 1 – updates reflected in all Census products published that year May 31 – updates reflected in Census products starting the following year
