Peer Review A review article is not original research. They summarize already performed research explaining the general consensus of the scientific community on a topic.  Review tent to be A narrative review explaining the existing knowledge. A systematic review looking for the answer to a question in existing research literature on a scientific topic. A meta-analysis compares and combines the findings of previously published studies. This can look for trends in populations and be effective in determinging the success/effectiveness of a treatment or influence of any given variable Review papers can be useful in giving an explanation of the current state of a field of research to not only summarize current work, but also generate new directions for potentially beneficial research. Though reviews are good resources, it is important to consider the original research it references by looking at the study, the methods, sample size, and conflicts of interest. Review papers should not be exempt from scrutiny just because they are explaining others’ research. Checking the journal that a review paper is published in can help weed out potentially misleading review papers.

The calculations from JIF ia a bit opaque. The  citation distributions are so skewed that up to 75% of the articles in any given journal had lower citation counts than the journal's average number.
