What is an illicit discharge? Please help keep the HTC campus beautiful . How? There are many ways. One is to prevent illicit discharges. What is an illicit discharge? Why be concerned about illicit discharges? The college has a stormwater permit from the MPCA that requires it to recognize, report, and respond to illicit discharges to the storm drainage system. What to do if you see an illicit discharge If you think the discharge is hazardous or an immediate threat to public safety or the environment, call 911.
