MappingGM: Using mapping for public policy Chris Pope, GMCA 13th November 2017

Why did we build MappingGM? In 2013 the Local Enterprise Partnership wanted to understand why developers were not building in Greater Manchester The main barrier was information: How can developers make better decisions about where to build? How can we bring together and open up data from multiple organisations? Built MappingGM with funding from the Cabinet Office – Salford City Council appointed after a bidding process.

Where do we get data from? MappingGM Local authority open data (varied formats) Non-open local authority data (working with LAs) National agency operational / asset data National databases (e.g. GIAS, ePIMS) Community. voluntary and non-profit sectors Private sector data (205 files; 9GB) Originally, data came largely from the local authorities and private sector. Since then, we have focused more on national datasets, reducing repeat requests to local authorities. We aim to identify datasets that are likely to be used wider.

From open data to analytics… Positive feedback and good usage of the site with developers and public sector Engaging citizens through the GMSF Online open Call for Sites map Visualising Consultation proposals Analysing responses to a Call for Sites Using existing data Making the process more consistent But just visualising data doesn’t show us everything we need. As part of the GMSF, a consistent analytical piece was required to ensure that analysis was conducted across the board. This supports the development of public policy.

Our goals for MappingGM We want to… We DO NOT want to… Add value Use up capacity on accessing or sourcing low-value data Complement existing systems Replace existing systems Access existing data Create new data or become a data repository Reduce repeat requests for mapped data across Greater Manchester Make something unusable or unworkable Provide analytical insight Just add in any old data Our aims are simple: we do not aim to be a data repository, but a data user. In this way, we can focus on using online mapping to support
