2017 racing

agenda agenda Race Calendar & Series Qualifications Changes to ECSC Series Changes to RRS Rules at the Start Rules at WW Mark

Race Calendar / Series Changes ECSC Championship Regatta changed from September 30 to October 7 Counted scores changed back to 51%

When do rules apply When Racing From prep flag until finish and clears the finish line. Until general recall, abandon or postpone

Rules Changes - Definitions Slight Changes Clear Astern/Ahead Party (to a hearing) Protest Rules – now include SI Additions Conflict of Interest Support Person Clear Ahead/Astern – Just reworded, but same meaning Party & Protest– technical committee (measurer) can now protest a boat Rule – Changed ISAF to World Sailing Conflict of Interest – added to clarify Support person – Support personnel (including parents) are now governed by the rules

Rule Changes – Part 2: When boats meet Preamble 18.2 Giving Mark Room 18.3 Tacking in the Zone 20.1(b) 21 – exoneration 24.2 Interfering with another boat Additions 18.2(d) mark room 19.1(b) Preamble – added rule 14 to when rules apply to non racing boats 18.2(d) – Rules 18.2(b&c) cease to apply once the boat has been given mark room, passes head to wind or leaves the zone. 18.3 – reworded, but means the same: if you tack from port to starboard in the zone, cannot force a boat already on starboard above close hauled. Means if you tack in the zone and luff the mark, you are likely fouling someone. 19.1(b) – Rule 19 does not apply when rule 18 applies (mark room) 20.1(b) – Changed from “shall not hail if she is sailing below close hauled” to “shall not hail if she is sailing close-hauled or above.” 21 – removed reference to Section C. 24.2 – Added can’t interfere with boat sailing on another leg, sailing back to the start. Does not apply if boat is sailing proper course.

Rule Changes – Part 3 Conduct of Race 30.1 – I-flag 32.1 shorten or abandon race 32.2 Additions 30.3 – U Flag 30.1 – slight wording change, same meaning; if OCS with I flag, sail around the ends. 30.3 – if in triangle, scored DSQ without hearing 32.1 – moved abandon due to error in start procedure to bottom 32.2 – removed language “at the end of a lap.” 33(a) Changed from “either” new compass bearing or green/red shape” to “One or both”

Rule Changes – Part 4 Other Rqmts 40 55 Additions None 40: Added – When Y flag displayed ashore, life jacket worn at all times. 55: trash – applies at all times while afloat. Penalty may be less than DSQ

Part 5: Protests, Redress, Misconduct… Changed 60.2 61.1(a)(3) 61.2 63.4 69 Added 60.4 64.4 60.2 When a RC can protest – changed interested party to person with conflict of interest 60.4: Allows technical committee to protest boats on measurement 61.1(a)(3): If boat sail incorrect course, inform 1st reasonable after finish. 61.2: changed content of protest to include where and when incident occurred 63.4: changed interested party to conflict of interest 64.4: Added section on decisions regarding support persons 69: Misconduct rule now applies to support personnel Cover in next meeting

Rules at the start Part 2 – Section A right of Way Rule 10: Port-Starboard Rule 11: Windward-leeward Rule 12: Clear ahead – clear astern Rule 13: While tacking Part 2 – Section B General Limitations

Before the Start Barging No proper course before the start – luff to head to wind Interfering with another boat – not your start (SI) Hit the pin Contact before the start Rules that do not apply until after start 18 – Mark room 19 – Room to pass obstruction 20 – Room to tack at obstruction 16.2 – ordinarily starboard cannot change course if port is passing astern – EXCEPT BEFORE THE START

Let’s talk about Barging What is barging Sailing in from starboard on reach (North U) Who has right of way Boat on close hauled on layline to starboard starting mark What to do? Hail “no room” What if he doesn’t tack and comes in anyway Avoid collision and protest What you can’t do Can’t let WW boat in and then “close the door” by luffing/changing course Must “close the door” before other boat gets behind RC

Luffing at the start Occurs between two overlapped boats Two boats are overlapped if on same tack and neither is clear ahead Clear astern can establish overlap to windward Clear astern can establish overlap to leeward Boat can tack into overlap situation You can take any overlapped windward boat head to wind at any time before the start – you must return to proper course if you established overlap from clear astern You can force a windward boat over the line – do not have to give room to dip the line Must give WW boat room to keep clear unless WW boat is coming down on LW boat WW boat not obligated to keep clear until overlap is established If you come from CA close to LW and WW touches your boat while trying to keep clear – you have fouled Claiming “unresponsive rudder” is not a defense – especially if you are moving! 1. As soon as head sail fills on other side, you are tacking and must keep clear

Starting Marks and Line Boats are not entitled to room at starting marks – no barging SB LW boat at pin can luff to round mark The anchor line of a mark is not a mark A buoy attached to stern of RC vessel is part of RC vessel A few words about dip-starts Dip starts are legal unless I-Flag Boat is OCS until entire boat is below line

Common points of Confusion General Recall Restart fleet immediately Individual Recall Hailing numbers is optional – not grounds for granting redress Your responsibility to know if you are over Must keep clear of all other boats that have started Flag is raised, but horn does not sound Flag counts, horn doesn’t Horn sounds, but flag is not raised RC should abandon start and re-start sequence

After the Start OCS boat has no rights returning to start If I-Flag, must go around one end of the line After start – must sail proper course if CA to LW overlap Can’t come from behind to LW and luff above Close Hauled Pay attention to how overlap was established Not all boats point the same Someone can be pointing higher than you and be on their proper course

At the Windward Mark What is the Zone? 3 boat lengths of first boat in a group of overlapped to enter Room at the mark – WW must give room to LW Fetching the mark Shooting the mark Hitting the mark Port tack inside zone Rule 18 applies – except when one boat, but not both boats have to tack to round mark Taking penalties at the WW mark
