Classifications of UV Radiation  UV Radiation from tanning beds is classified as a known human carcinogen by:  World Health Organization International Agency for Research on Cancer  US National Toxicology Program (NTP) US Department of Health & Human Services

July 2009, IARC Reclassification  The most widely used system for classifying carcinogens comes from the International Agency for Research on Cancer (IARC).  Group 1: Carcinogenic to humans  Group 2A: Probably carcinogenic to humans  Group 2B: Possibly carcinogenic to humans  Group 3: Unclassifiable as to carcinogenicity in humans  Group 4: Probably not carcinogenic to humans  In July 2009, IARC moved UV radiation from tanning devices from Group 2A to Group 1.  Only a little over 100 are classified as "carcinogenic to humans."

International Restrictions for Minors  Two European countries prohibit minors under 18 from using tanning beds:  Germany  France  Three Australian states restrict minors’ access:  South Australia: An operator of a tanning unit must not expose a person to ultraviolet radiation from a tanning unit if—(a) the person is under the age of 18 years; or (b) the person's skin type is skin type 1.  Victoria: no client under the age of 18 is permitted to use a tanning unit.  West Australia: No individual under the age of 18 shall use a sun-tanning unit without parental or guardian consent.

US state regulations vary Howard County, Maryland: prohibits the use of tanning devices by minors under 18. Texas: prohibits the use of tanning devices by minors under 16 and a half. Wisconsin: prohibits the use of tanning devices by minors under 16. Other: several states have provisions with a ban for minors under 14. Howard County, MD: ban under 18

Further Regulations Are Required  To protect the public health, the FDA should:  Ban the use and sale of tanning devices in the US; or at a minimum, Reclassify tanning devices to the strongest possible category; Restrict access to tanning beds by minors; Require informed consent for all consumers; Require posted warning statements; Implement and enforce labeling recommendations from the TAN Act; and, Enforce additional state regulations.
