New Law: Allows for Growth Mindset Which criteria would you like your teacher to focus on? 1: Centering instruction on high expectations for student achievement. Proficient 2: Demonstrating effective teaching practices. 3: Recognizing individual student learning needs and developing strategies to address those needs. Basic 4: Providing clear and intentional focus on subject matter content and curriculum. 5: Fostering and managing a safe, positive learning environment. 6: Using multiple student data elements to modify instruction and improve student learning. 7: Communicating and collaborating with parents and the school community. 8: Exhibiting collaborative and collegial practices focused on improving instructional practice and student learning. Federal Way’s Plan For New Law Federal Way School District and FWEA Union leadership have met and developed a Letter of Agreement. Highlights of our Collaborative Agreement: A continuing teacher will be evaluated using the Comprehensive Evaluation Process at least once every four years. (no change) Continuing teachers who score at least Proficient on Comprehensive Evaluation will rotate to Focus Evaluation.  While on Focus Evaluation, teachers will choose a criterion on which there is room for professional growth.

Federal Way’s Plan For New Law Federal Way School District and FWEA Union leadership have met and developed a Letter of Agreement. Highlights of our Collaborative Agreement: Teacher will set professional and student growth goals during the Pre- Inquiry Conference. Teacher will be observed at least 4 times and receive a written script and feedback within 1 week of the observation.  Teacher will meet with their evaluator for a midterm conference (Jan.- Feb.) after at least two observations, and then again for a summative Post-Inquiry Conference in May.  During these conferences the teacher will receive a highlighted rubric for their chosen focus criterion, indicating present levels of practice based on the evidence gathered.

Federal Way’s Plan For New Law Federal Way School District and FWEA Union leadership have met and developed a Letter of Agreement. Highlights of our collaborative agreement: The focus of Focus Evaluation is now growth rather than a score! The score that is sent to the state as a teacher’s Summative Score at the end of the year will either be the teacher’s most recent Comprehensive Summative Evaluation score (Proficient or Distinguished) OR the current year’s Focused criterion score if it is Distinguished.

Federal Way’s Plan For New Law Federal Way School District and FWEA Union leadership have met and developed a Letter of Agreement. Highlights of our collaborative agreement: If the evaluator has significant concerns that the teacher’s performance would no longer be overall Proficient on a Comprehensive Evaluation, the evaluator will conduct 60 minutes of observation to determine if a teacher should be on Comprehensive instead of Focus. If the evidence gathered indicates that the teacher would no longer receive a Proficient if scored on a Comprehensive Evaluation the evaluator will inform the teacher in writing, documenting the evidence on the summative Comprehensive Evaluation Score Form.  This must occur by December 15th.
