A case study in Le Thuy district Impacts of Forestland Allocation Policy on Forest Resource Utilization in Vietnam: A case study in Le Thuy district Hello everyone,. In today’s presentation, I’d like to show our study about Impacts of….. Presenter: Huu Minh Pham

1. Introduction Case study site K X Similarity Van Kieu ethnic group Geographical conditions Difference FLA started in 2005 FLA started in 2013 Forestland was allocated to individuals households in these two communes

1. Introduction About Vân Kiều people The population: nearly 60.000 people More than 60% is poor households Low level of education Rice cultivation - through slash and burn agriculture and animal husbandry.

2. Research questions and Methodology What kind of entities got allocation and what kind of forest were allocated in Le Thuy District? Whether FLA could reduce the impacts on natural forests? How the livelihoods have changed after the allocation? Determine how has FLA implemented and its impacts on forest resource utilization and livelihood of local people

2. Methodology Secondary data collection and key informant interviews Implementation process in Le Thuy District Recipients of allocated forests Questionnaire survey Survey period: July-August, 2015 K X Stage of FLA Early Matured Sample HHs 42/50 30/48 Comparison of two cases Aspect Indicator Secured land right Land use certificate Equitable land distribution Allocated land area Forest conservation Natural resource extraction Livelihood improvement Household income

3. Results FLA in Research Villages Number of households Number of plots Number of LUC Total area (ha) Average K 42 55 31 (73.8%) 107.1 2.5 X 23 26 11(47.8%) 36 1.5 90.3% of households has forestland allocation 63.1% of allocated households obtained the Land use Certificate (LUC) It costs (~10$) to obtain one LUC

3. Results Land Use Certificate (LUC) CONTENTS Information of the owner Information of the land Area Purpose of land use Period of the right (50 years) Location Map

3. Results Annual average income of sample households (USD) K Village ( 2118.4) X Village ( 2018.9)

Number of chainsaw owner 3. Results Natural forest resource utilization Products K Village (N=42) X Village (N=30) Total (N=72) HH (%) Mushrooms 11 (26.2) 29 (93.3) 40 (55.6) Wild honey 20 (47.6) 24 (80.0) 44 (61.1) Firewood 42 (100.0) 30 72 Edible plants 33 (78.6) 63 (87.5) Timber 9 (21.4) 22 (73.3) 31 (43.1) Number of chainsaw owner 5 (11.9) (66.7) 25 (34.7)

3. Results Demand on forestland Question: Do you want to have more allocated forestland area?

3. Results Perception of local people about FLA Advantages Disadvantages Clear land border, less conflicts Effective work Life more stable Borrow money Work is less hard and dangerous Knowledge of forestry plantation Awareness of forest protection Long time to achieve Redbook Unusable Land and erosion land Small size in comparison with demand Unequal land divided Lack of investment, supporting (training, transportation, trade market) Losing fertility (use the same piece of land) Low and long income

4. Conclusions LUC plays a significant role in the process of FLA The conflicts still happened in the process of FLA between Non-state Enterprises and households. After 10 years, FLA created the smallholders of tree plantation, it did not contribute significantly to income generation The dependency on the forest resource can be reduced with the larger allocated
