Risk of poverty threshold: < 60% median income, material deprivate indicator (lacking 4 of 9 ‘essential items), jobless households with low work intensity 119,6 million at risk of poverty and/or social exclusion in 2011 (EU SILC 2012) Almost 5 million increase since 2010 Shortfall on setting national targets (only 12 million not 20) Increasingly divided Europe – N/S and periphery: ≥ 40% BG/RO/LA to ≤ 17% in CZ, NL, SE, LU and AT. Increasing inequality – the top/bottom 10% New risk groups – youth but also children, older people, single parents, long-term unemployed, homeless, migrants, Roma..

May: Commission review NRPs/Progress, prepare CSRs June: Country-Specific Recommendations (CSRs) to June European Council, and adopted in July Autumn: MS implement CSRs and adapt national budget under threat of sanctions (macroeconomic) Autumn: Multi-lateral surveillance and exchange. Aim Review NRPs to see delivery on poverty and social targets – in all fields: macroeconomic, employment, education, poverty Reflect on EAPN members engagement in the NRP process Help prepare members inputs to the questionnaire and to plan use at national level.
What We Will Do Today! - Process Plenary Exchange: 10.15-11.00 Members participation in NRPs: what participation? meaningful? what progress? 3 Working Groups: 11.30 – 3.00 (Macro, Employment, and SF before lunch) Members assess own NRPs and exchange on: Will policies in NRP reduce or increase poverty? What progress? What’s missing? What signs of influence of the CSRs or EAPN input/proposals? Prepare 3 common Key Messages on NRPs impact on Poverty and Participation Macroeconomic Policies (more austerity or signs of investment in social protection/quality jobs/fairer distribution – tax justice etc?) Employment Policies and Structural Funds (punitive activation or investment in quality jobs, social economy, active inclusion/tackling in-work poverty, use of SF for inclusion?) Anti-Poverty Policies (ambitious target reducing poverty? multidimensional anti-poverty strategy?progress on thematic priorities or jobs at any price/victimisation of the poor? 3.00-3.30: Plenary exchange on Key Messages and reminder about Questionnaire process.
