Barge Allision Kirby 28019 October 2016 Response by: USCG TGLO Clean-up conducted by: Responsibly Party via 3rd party contract Potential Spill Amount: approx. 25,000 barrels Actual Discharge Amount: approx. 594 barrels (24,948 gallons) Notification to Completion Time: Approximately 5 days. Talking Points: ICS implemented; Multiple CG assets used (aerial assessments via CG aircraft, safety zone enforced by CG small boats); Response equipment was delayed due to resources arriving from Corpus Christi; continuous discharge for approx 6 hours; method of cleanup recovery (sorbent material, hard boom, drum skimmers, vac trucks); 2 separate contractors (Miller, Walsdorf). 11Oct2016: Kirby 28019 allided with a concrete dock in Port Isabel, TX puncturing a cargo tank. The barge discharged ultra low sulfur diesel continuously into the Port Isabel Channel for approximately six hours. The source was secured by using pneumatic pumps to transfer product from the affected cargo tank to non-compromised cargo tanks on the barge.

Talking points: Note the color of the ultra low sulfur diesel (greenish) saturating the sorbents.

Recovery amount: Apporox Recovery amount: Apporox. 133 bbls oil/water mixture recovered, along with saturated sorbent material. Recovery method: use of pumps for herding the oil toward collection points (drum skimmers, sorbents) Decon: use of high pressure water to decon boom

South Padre Island Tar Patty March 2017 Response by: USCG TGLO Clean-up conducted by: Cameron County Parks, 3rd party contractor Potential Spill Amount: Unknown Actual Discharge Amount: 500 gallons Notification to Completion Time: 1 day Talking Points: Challenges (beach access for contractor, public safety, the tide can dictate the recovery time/efforts) These types of removal can be complicated due to the changing tides , distance into the water, and lack of a responsible party. Classified as tar patties, this occurrence is easier to clean-up but it is usually only speculation into who might be the responsible party. Discharge or natural seepage from the Gulf Of Mexico and beyond are a possible explanations for this type of pollution incident occurring.
