City of Healdsburg Construction Codes Amendments & Adoption: 2016 Building Standard Codes Title 24 Parts 1 Thru 12 2015 International Property Maintenance Code 10/14/2016

The following codes are mandated by the State to be adopted: California Administrative Code Part 1, as amended California Building Code Part 2 Volume 1 & 2, Division II, including Appendix Chapter J, as amended California Residential Code Part 2.5, including Division II as amended, California Electrical Code Part 3, with tables, as amended, California Mechanical Code Title 24 Part 4, and standards, as amended California Plumbing Code Title 24 Part 5, and standards, as amended California Energy Code Part 6 California Historical Building Code Part 8 California Existing Building Code Part 10, California Green Building Standards Code Part 11, California Referenced Standards Code Part 12, International Property Maintenance Code, 2015 Edition, as amended 10/14/2016

CBSC and 14 state agencies begin the process and suggest amendments The California building Standards Code is published in its entirety every three years by order of the State Legislature. Supplements are published in intervening years. The City may establish more restrictive building standards reasonably necessary because of local climatic, geological, and topographical conditions. Private code development organizations issue new editions of their respective model codes. CBSC and 14 state agencies begin the process and suggest amendments Coordinating Council – coordinates the state agencies Code Advisory Committees – assists with review Public comment period Publication Adoption Every 18 months - Intervening Code Adoption Cycle – resulting in supplemental code pages 10/14/2016

Administrative Provisions Note: CBC Division II Administration, Chapter Heading Which Codes Change and Why? Appeals Board Designated Application & Permit Expiration - 180 Days with One 180 Day Extension 3 Year Maximum with One 180 Day Extension Exempt from Permits Work Without Permit Violations & Notices - 2 X the Permit Fee 10/14/2016

Amendments - Work Exempt From Permit One story detached accessory structures used as tool and storage sheds, playhouses, and similar uses, provided the floor area is not greater than 120 square feet and the structure contains no plumbing facilities, electrical circuits or heating appliances. Retaining walls that are not over 4 feet in height measured from the bottom of the footing to the top of the wall, unless; supporting a surcharge, impounding Class I, II or IIIA liquids, or when retaining walls are located within 3 feet from a public right-of-way. Painting, papering, tiling, carpeting, cabinets, counter tops, and similar finish work. Decks not exceeding 200 square feet in area, that are not more than 30 inches above grade at any point, are not attached to a one-family dwelling, two-family dwelling, efficiency dwelling unit, or townhouse and do not serve the exit door required by CRC Section R311.4 10/14/2016

Private Residential Swimming Pool Drowning Prevention Measures The barrier shall be specifically designed to prevent unauthorized entry from adjacent private and/or public property   The barrier shall be in addition to the "seven drowning prevention safety features" required by CBC 3109.4.4.2 10/14/2016

Grading Permits Required Grading involving less than 5,000 cubic yards – Regular Grading Grading in excess of 5,000 cubic yards - Engineered Grading 10/14/2016

California Green Building Code Clarification: Mandatory Measures - Res; Increase in the buildings volume or “Substantial Remodel” Mandatory Measures - Non Res; Additions 1000 sqft or a valuation of $200k or more or “Conversion of 1000 sqft or more of unconditioned space to occupiable space Triggers: Tier 1 – Residential New Construction over 3000 sqft Cumulative amount including accessory structures Subdivisions & Condos – Detached SFD only Substantial Remodel Tier 1 – Non Residential New Construction over 10,000 sqft Phased projects (tenant improvements) 10/14/2016
