District of Innovation Overview Public Hearing January 17, 2017 8/2/2018 9:02 PM District of Innovation Overview Public Hearing January 17, 2017 I’d like to begin by thanking the board for approving the resolution that allows us to hold a public hearing to share information about the district of innovation process. This evening, I would like to provide you with a brief overview of the District of Innovation process and how it could benefit us as a district. Our goal is to have you approve a committee of teachers, administrators, parents and community members with the responsibility of researching and coming up with an innovation plan that is beneficial to Sheldon ISD and gives us additional local control of what happens in our schools. WHAT IS A DISTRICT OF INNOVATION? In the summer of 2015, the 84thTexas Legislature passed HB 1842, allowing school to be designated as “districts of innovation.” Gives traditional school districts many of the flexibilities available to Texas’ charter schools. To access these flexibilities, districts must adopt an Innovation Plan that includes exemptions from state laws and parts of the Texas Education Code. The District of Innovation concept, passed by the 84th Legislative Session in House Bill 1842, gives traditional independent school districts most of the flexibilities available to Texas’ open-enrollment charter schools. No additional funding sources are provided Every Child, Every Day

WHY? Every Child, Every Day Allows us to customize an innovation plan for the district and/or a level of school (e.g., only high schools), grade level, or a single campus. We must submit a district of innovation plan to the commissioner of education, but approval is not required, thus giving SISD autonomy.  HB1842 provides SISD with the opportunity to design an innovation plan according to the needs and resources of our district while maximizing local control. Would give SISD flexibility. Provides SISD local control as decision makers over the educational and instructional model for students. Potential benefits of becoming a District of Innovation include: Local control: Districts decide which flexibilities best suit their local needs. Customization: Districts can create an innovation plan for a level of school (e.g., only high schools), grade level, or a single campus. Autonomy: Districts must submit a district of innovation plan to the commissioner of education, but approval is not required.  Flexibility:  Every Child, Every Day

BENEFITS Allows districts to plan to improve student academic outcomes with local input and less regulatory control from TEA. Can serve as a way to market our district to parents, students and community Can serve as a way to facilitate and support efforts to reform struggling campuses in SISD. Every Child, Every Day

WHAT? HB 1842 specifies that a district must provide a comprehensive educational program, which may include flexibility with : Modifications to the school day or year 90% attendance rule Class-size ratios Site-based decision-making processes Certain student discipline provisions Use of planning and preparation periods Teacher appraisal requirements School start date Innovative curriculum and instructional methods such as project-based learning, blending learning. It will depend on you and the LIP committee to determine what our district wants to include in our LIP HB 1842 essentially gives districts the operational flexibility of a charter school. STEPS TO THE PROCESS Every Child, Every Day RESOLUTION The process begins when the Board of Trustees adopts a resolution and a public hearing is held. COMMITTEE Next the School Board appoints a committee to develop the innovation plan. DESIGN The committee designs the plan, posts online for 30 days, sends a copy to the Commissioner, and holds a public meeting with the District Advisory Committee. ADOPT Upon completion of these steps, the plan is brought to the School Board for approval, and becomes final at that time. Plans may remain in effect for up to 5 years. Every Child, Every Day

TIMELINE Every Child, Every Day JANUARY 2017 Provide overview to board and board adopts a resolution Board holds public hearing Board votes to develop a local innovation plan (LIP) Board approves members of LIP Committee JANUARY- FEBRUARY 2017 LIP Committee meets to develop plan MARCH 2017 Proposed LIP plan posted on district website APRIL 2017 District host public meetings to seek community feedback about LIP District-wide Instructional Improvement Counsel (DWIIC) Meeting held to review and approve LIP Board notifies Texas Commissioner of Education of board’s intention to consider and vote on adoption of the on LIP May 2017 Board will consider and vote on the LIP under Section 12A.001 of HB 1842 Board formally notifies Texas Commissioner of Education of approved LIP Every Child, Every Day
