Western Electricity Coordinating Council Webinar Objectives Provide industry update Summarize Path requirement post April 1, 2017 Request input from current Path Operator on each of Path Operator’s plan to implement the new paradigm Western Electricity Coordinating Council

Industry Update Peak RC SOL Methodology v8.0 was published on January 13, 2017 SOL methodology workshops were completed in Portland, Denver, San Diego, and Folsom TOP-007-WECC-1 retirement is pending FERC approval

Summary of Path Requirements Until FERC approves retirement of TOP-007-WECC-1, no change will impact the 40 paths classified as “Major WECC Transfer Paths” All current requirements still apply No changes in the WECC UFMP

Summary of Path Requirements (For Non TOP-007-WECC-1 Path) Seasonal studies are required to be performed to identify if there is a stability limitation associated with the path If there is no stability limitation associated with the path, then there is no uniquely monitored Path SOL If there is a stability limitation associated with the path, then there is uniquely monitored Path SOL

Summary of Path Requirements (For Non TOP-007-WECC-1 Path) If the Path is utilized for scheduling purposes (i.e. the Path is ATC Path by NERC definition), then Path TTC needs to be established to respect SOLs. If the path is not associated with a stability limitation, then TTC should be set to respect Facility Ratings and voltage limits in both pre- and post- contingency state If the path is associated with a stability limitation, then TTC should be set to respect the monitored Path stability SOL as well as Facility Ratings and voltage limits in both pre- and post- contingency state

Summary of Path Requirements Peak RC IRO-010 Data request version 11 was published December 2016. The following requirements apply to all Paths: R1.5 Path actual MW, Scheduled MW, and TTC should be sent to Peak RC via ICCP (10 sec update) R4.4 Path Procedure should be uploaded to Peak secure site Peak RC COS Outage Manual was published January 2017. The following requirements apply to all Path: Section 1.1 The responsible TOP will be expected to submit any known reduction of a WECC Path TTC due to a generation or transmission outage. The information required include: TTC MW, Limitation type (Stability/Thermal/Voltage), Limiting Contingency, Monitored element, etc.
