Recommendations for Commitment Stage Assessment Development Implementation Improvement Recommendations for Commitment Stage A formal commitment to implement a policy or policy package Formulate the overall target to be achieved in the result of policy development Ensure that the target is realistic, but ambitious Indicate the potential realistic timeline If possible, define the priority areas within the building sector

Recommendations for Assessment Stage Commitment Assessment Development Implementation Improvement Recommendations for Assessment Stage Assessment consultation: Engage relevant stakeholders Discuss potential policy instruments on energy efficiency in buildings Baseline assessment: Conduct a review of the status of energy efficiency in the building sector and effectiveness of the existing energy efficiency policies Energy efficiency policy roadmap: All key stakeholders are involved into the selection process Necessary pre-conditions for selected policy instruments’ implementation are taken into account Selection of the policy instruments is in line with the overall policy goals of a city A realistic timeline for policy development and implementation is specified

Recommendations for Development Stage Commitment Assessment Development Implementation Improvement Recommendations for Development Stage Target setting: Ambitious, yet realistic, target for building energy performance in accordance with the building energy code is set Policy design: Simple designs to minimize administrative costs Target buildings with the largest energy saving potential Include a regular inspection mechanism Set the stringency to achievable levels Describe the applicable penalties for non-compliance Include monitoring and evaluation strategy Policy support: Select other policy instruments to support implementation of the building energy code

Recommendations for Implementation Stage Commitment Assessment Development Implementation Improvement Recommendations for Implementation Stage Adoption: Adoption of the building energy code by the city Enforcement: Collect or estimate data for the following indicators: Number of buildings constructed in compliance with the building energy code Number of buildings renovated in compliance with the building energy code Average floor area of one building or total actual floor area of constructed/renovated buildings Average specific energy use (metered or estimated) per square meter of the floor area of constructed/renovated buildings Verification: Data on the certified buildings complied with the building energy code and information to verify effectiveness of the enforcement process are collected
