PROJECT MANAGEMENT (ARCH 484) DEPARTMENT OF ARCHITECTURE & BUILDING SCIENCE by Assoc. Prof. Rusli Bin Abdullah

1.0 INTRODUCTION TO PROJECT MANAGEMENT Generally, every organization or individual recognizing that they are having a ‘project based’ to the majority of their value adding work through their projects. Such as in Project Construction. As projects in most sectors become more important to those organizations,so too the Project Managers.

2.0 Responsibility of Project Manager Today, we may have the choice to accept the challenge of being an excellent Project Manager and become a professional Project Manager: -to know the importance of project management to the organization as management specialism. -to demonstrate the progression from strategy formulation to execution of the project and subsequent activities. -to provide certain techniques applicable by Project Manager at different stages in the life of project. -to provide path for the individual to seek self- improvement in their project management expertise.

3.0 Historical Perspective on Project Management Since we started civilization, we should be able to learn from how humans have managed their projects or works. But now the nature of Project Management has changed. It is applicable in all organizations. So, Project Management is now more advance and specialized branch of management particularly in the construction of building.

Thus, the role of projects is today being reconsidered as well as project planning and control where a strategic approach is taken to the design of the project process. As with most types of economic undertakings, the development of property demands with the presence of land, labour and capital. The motive here may be as simple as a concern for profit or provision of social amenity or may be a complex mixture of both.

4.0 Project Organizational Structure It comprises of: The Board of Directors The Project Manager to look after the followings: -Finance Manager (for bridging and end- financing), -Marketing Manager (for sales, leasing/renting), -Technical & Operational Manager (for design and construction), -Quality Manager (for specifications), -Purchasing Manager (for buying materials), -Human Resource Manager (for staffing), and -General Manager (for administration works).

5.0 Objectives of Project Management To contribute to building up the nation and to provide residential, commercial, industrial, recreational and any other types of land development. To achieve the highest and best returns on the property investment and development in term of on time, quality and cost effective. To maintain the client’s and shareholder’s interest in the project development. To contribute to nation economy, technical expertise and other aspects of professional practice.

6.0 Roles of a Project Manager 1. A project comprises of various types of activities. His duties are often more complex as well. 2. The coordination of the efforts and all the project teams is essentially the main role of Project Manager. The teams include the suppliers, contractors, authorities, consultants and sub- contractors. 3. In various building and construction sector, the Project Manager has many roles to cover such as planning, organizing, coordinating, supervising and monitoring the activities of the entire project consortiums and contractors. 4. The Project Manager is necessary to coordinate all activities to ensure the project runs smoothly within proper time and cost constraints.

5. His duties cover from monitoring the progress, checking the expenditures and any delay of the project to the top management and his client. 6. He is also involved in advising the client on planning, preparation of contract documents, checking quality exercising the general supervision over the whole project. 7.His level of decision making on a whole range of matters whether it is technical or administrative level. 8. Finally, handling over the completed project to the respective client.

8.0 Areas of Control Efficient and effective control on the following aspects are necessary for project to progress smoothly. Essentially, areas of project management controls can be categorized as follows: Objective control Design control Budgeting and cost control Progress and time control Construction control Authorities and approving bodies Resources control Public relation control Financing control Even though Project Manager is overall responsible for those areas of control. But each team member are also responsible and accountable for Their area of expertise.
