Why do we need a Neighbourhood Plan? National Planning Policy Framework – revised and published on 26th March 2012 Localism Act – passed in November 2011 Leeds Core Strategy Future – Community Infrastructure Levy

Strategic Housing Land Availability Assessment (SHLAA) Leeds population growth – 850,000 to 1 million 70,000 houses required in next 15/16 years Leeds CC allocated 5,000 new houses to NE Wards Over 600 for Collingham Leeds population growth – 1m but likely to be 800,000 Potential land development proposed by landowners and developers Sustainable development? Desktop exercise to allocate sites Additional sites could be added North East wards need to work together

Leeds CC Site Allocation Leeds CC needs to finalise site allocation in Autumn this year Every village will have to consider some new sustainable housing development Greenbelt is up for review Steering Group ideas - give us your view. Looking at possibility of one site taking majority of 4600 for NE However villages cannot just say no – need to take some Then villagers can influence development

Neighbourhood Plan NPs have real legal weight NPs have to be approved by Leeds CC NPs have to be agreed by majority vote in community NPs when adopted – cannot be overturned by developers BUT villages cannot just say NO to development NPs have legal weight – unlike Village Design Statements NPs will sit alongside the Leeds Core Strategy NPS have to be accepted by Leeds CC Binding blueprint for next 20 years Developers will offer sweeteners to build – and this will now in part go to community – rather than LCC pot

Neighbourhood Plan Not just about house development Can decide where businesses are located More protection for green spaces Can extend conservation areas Can identify and protect assets of the community Local infrastructure improvements Steering Group have started this process - we need your view.

With no Neighbourhood Plan Collingham may be handing developers an open charter to run amok
