Key APEC Developments of Relevance to EWG APEC Secretariat Presented by Penelope Howarth, Program Director, APEC Secretariat (ph15@apec.org) EWG50 - December 2015, Honolulu, Hawaii Copyright © 2015 APEC Secretariat

Agenda This session covers: 2015 APEC Leaders’ and Ministerial Statements Peru Host Year Priorities Urbanisation Activities outside EWG New APEC Sub-funds Project related issues

2015 APEC Leaders’ and Ministerial Statements Cebu Declaration (AELM): reaffirmed aspirational goals: to reduce aggregate energy intensity by 45 percent by 2035 and double renewable energy in the regional energy mix by 2030 Inefficient fossil fuel subsidies Energy Resiliency Taskforce China’s initiative to host an APEC high-level forum on urbanization in 2016 LCMT and ESCI AMM APEC Cooperation Initiative for Jointly Establishing an Asia-Pacific Urbanization Partnership – relevant for a and sub-fora (incl APSEC) to implement ‘…welcome projects to assess and demonstrate technology deployment for urban waste management that also include the recovery of economic worth from solid waste’. APEC Regional Workshop on Measurement Challenges in Renewable Energy and Climate Science

SOM FoTC on Urbanisation SOM FoTC on Urbanisation’s role includes: Establish a cooperative network of sustainable cities in the APEC region Encourage establishment of a sub-fund to support sustainable urbanization Coordinate with relevant APEC and external for a to avoid to avoid duplication and foster potential benefits Engage with Policy Support Unit Report back to SOM regularly and make recommendations.

Peru Host Year Priorities APEC 2016: Quality Growth and Human Development Priorities: Advancing Regional Economic Integration and Quality Growth; Enhancing the Regional Food Market; - Investment and Infrastructure and ‘Deliverables’ specifically reference EWG (EGNRET) project Green Energy Smart Farm in the APEC Region (Chinese Taipei) Towards the Modernization of Micro, Small and Medium-size Enterprises in the Asia-Pacific; and Developing Human Capital. Mainstreaming the APEC 2016 Priorities – notes EWG work is important for all 4 of Peru’s priorities

New APEC APEC Support Fund (ASF) sub-funds for Session, 1 2016 Free Trade Area of the Asia-Pacific and Global Value Chains (FTAAP & GVCs) - CTI Innovative Development, Economic Reform and Growth (IERG) - SCE Connectivity – SCE More information on how to apply for these sub-funds is available at http://www.apec.org/Projects/Funding-Sources.aspx

EWG Projects in 2015 Approved: 25 APEC-funded projects 9 self-funded Completed: 16 APEC-funded projects 15 (?) Self-funded projects In implementation: 46 APEC-funded Projects 13 (?) Self-funded

Achievements - Outputs EWG Projects Issues in 2015 …for discussion Achievements - Outputs Hundreds of workshop participants Around 25 reports published Around 20 workshops held Challenges Dissemination of outcomes, achievements and impacts Difficulty in identifying and securing expert speakers Low attendance by APEC members (even APEC-funded) in some workshops Some projects appear primarily domestically focused

Solutions – *Project Overseers need to know* EWG Projects Issues in 2015 …for discussion Solutions – *Project Overseers need to know* Ensure strong appropriate collaboration (inside APEC, internationally) Research your topic and identify global, APEC and domestic expertise – invite them (early) to speak and/or participate Don’t only rely on EWG members Amplify impacts – disseminate information effectively and widely Online dissemination, send to interested contacts/stakeholders, discuss with interlocutors at international meetings (outreach) Generate media coverage – work with the APEC Secretariat (contact me!) and your domestic/departmental communications unit

EWG and Gender APEC Economic Leaders, Energy Ministers, EWG strategic plan, Guidebook on APEC Projects all point us to the importance of integrating gender in our activities in order to be effective How is EWG doing? EWG Projects (Completion Reports) 2013-15 20% speakers/experts are women, 80% are men 32% participants are women, 68% are men 1 project has integrated gender perspective into its topic discussion (FFSR workshop) How can we improve? Link to international expertise on Gender and Energy

EWG and Gender But how can EWG do better on gender? Be informed and clear on gender objectives in Project Proposals Identify great female subject matter experts to be speakers at APEC events Identify great male and female subject matter experts who can input to project design and talk about relevant gender aspects at workshops

EWG and Gender Ask for help Ask the APEC projects Gender Focal Point (Penelope Howarth) during CN, Project Proposal preparations Link to APEC’s Policy Partnership on Women and the Economy (PPWE) for expertise within APEC Link to global expertise on Gender and Energy Energia (UNSE4All) and Gender Equality for Climate Change Opportunities (GECCO)
