Western Electricity Coordinating Council ADS Recommendations Create the Anchor Data Set (ADS) Year-10 foundational case based on loads, resources, and transmission topology consistent with regional plans An integrated year-10 production cost and power flow model Common starting point for planning regions, stakeholders and transmission planners Western Electricity Coordinating Council

Anchor Data Set Deliverables 2028 Heavy Summer Power Flow Case WECC peak summer hour developed from the Updated WPR‘s 2026 CC PCM (“Updated 2026 PCM”) power flow export 2028 ADS Production Cost Model Data Set 2028 Single-hour exported Power Flow from 2028 ADS PCM Change Files WPR’s 2026 CC compared to the 2028 PCM from above Western Electricity Coordinating Council

High-level workflow- ADS

ADS Engagement with WECC Base case process will NOT change However the data provided may: Encourage Data Submitters (BAs/TPs/PCs) to work with respective Regional Planning Groups Regions to coordinate internal data collection and development processes better Ensure Data Submitters have opportunity to review their Base Case data submittals Goal to meet both the Planning Regions’ and Data Submitter’s needs with the ADS Western Electricity Coordinating Council

Western Electricity Coordinating Council Data Quality Protocol Data Quality Protocol Complementary to Data Preparation Manual Allow for clear understanding of tasks and steps associated with ADS RAC oversight will be identified Provides guidance to Data Submitters to coordinate with the Regional Planning Groups Identify key data that needs to be provided for the ADS to meet all needs Draft version available soon Western Electricity Coordinating Council
