Introduction Project ARCHES: Assessment and Rehabilitation of Central European Highway Structures WP2: Structural Assessment and Monitoring (TUC, Spain, J. R. Casas) Task 2.4: Systematic decision making processes associated with maintenance and reconstruction of bridges (CDV, Czech Republic, J. Stryk) Deliverable 9: August 2009 Guidelines on systematic decision making … BMS in NMS

Bridge management system commercial / own system bridge-level / network-level - condition of bridges, structure safety (serviceability) information on costs & technologies decision on maintenance and repair prediction prioritization questionnaire - national reports

BMS in European countries Country Year of BMS starting Prioritization in BMS Number of bridges managed by BMS Used system/software Bulgaria* from 2004/2005 No 1312 Scan print-Freissinet Croatia developed now Yes 800 on motorways Oracle 10.G Czech republic* 2002 18740 IIS database + MS SQL Server England 2001 8600 Oracle Estonia* 922 Pontis France* 1999 Not yet 9000 own system Germany 2000/2001 38000 SIB-Bauwerke; BMS-Optimisation-tools Hungary 1996 6000 Italy* 1986 3626 Oracle, SQL server Latvia 1775 LatBrutus Serbia 1985 3500 BPM Slovakia 1998 7664 own system - Microsoft Access Slovenia 1992 2300 own system, UNIX

Basic BMS modules administration module inventory module users and their level of access privileges for individual records inventory module description, bearing capacity, serviceability, etc. inspection module description of defects, suggestions for required measures (immediate or long-term), decision on changing the structure condition or bearing capacity maintenance module maintenance requests, degree of urgency, request costing, maintenance records financial module ordinary maintenance (e.g. 5 years) versus repair or reconstruction (e.g. 25 years), determination of different strategies, optimization bridge card catalogue of defects supplementary diagnostic tests? work codebook & cost catalogue bridge priority list

Degradation module for the whole bridge / its elements started from the time of construction based on inspections, experience and prediction - creation of bridge categories (e.g. A, B, C, ..) - determination of residual lifespan structure condition time /years time /years good quality, regularly maintained poor quality, minimal or no maintenance Lifespan of a new bridges is assumed about 100 years.

Determination of costs Agency costs in the maintenance module (known costs for realized repairs) determined by qualified estimate (repair and reconstruction of bridges, where greater extent of work is assumed) costs are determined depending upon the type and size of bridge based on square meters of bridge Road user costs from traffic delays connected to traffic re-road time costs vehicle operating costs accident costs FWD KUAB FWD Dynatest

Projekt BRIME FP4, FEHRL Bridge Management of Europe, 2002 www.trl.co.uk/brime/index.htm D7: Decision on repair/replacement content: literature review existing decision systems commercial Bridge Management Systems proposed decision system

BRIME decision system, 2000 Global cost function C: CC construction costs CF failure costs CI inspection costs CU road user costs CM maintenance costs CO other costs CR repair costs VS salvage value of the bridge Repair/replacement decision is made according to repair index RI of each alternative:

NCHRP R580: Multi-objective optimization, 2008 Goal Performance measures 1. Preservation of Bridge Condition Condition Ratings (deck, superstructure, substructure) (b) Health Index (c) Sufficient Rating 2. Traffic Safety Enhancement (a) Geometric Rating/Functional Obsolescence (b) Inventory Rating or Operating Rating 3. Protection from Extreme Events (a) Scour Vulnerability Rating (b) Fatigue/Fracture Criticality Rating (c) Earthquake Vulnerability Rating (d) Other Disaster Vulnerability Rating (Collision, Overload, Human-Made) 4. Agency Cost Minimization (a) Initial Cost (b) Life-Cycle Agency Cost 5. User Cost Minimization (a) Life-Cycle User Cost 1) do-nothing, 2) maintenance, repair, rehabilitation and improvement (MRR&I), 3) total replacement.

BMS in the Czech Republic Basic information are public through internet: http://bms.vars.cz inventory data description of substructure & superstructure condition & load capacity schemes inspections maintenance documents net present value (NPV) financial module location (map)

BMS in the Czech Republic catalogue of defects - 95 work codebook & cost catalogue

Conclusions BMS is a basic tool for optimal planning of maintenance and repair/replacement of bridges Most countries prefer usage of their own developed BMS or at least adjusted commercial BMS BMS is useful even in case of limited resources for maintenance and repair For optimal planning you need enough correct data Each system is as good as people who work with it User costs – their importance is based of traffic intensity and society standards and requirements PMS – Pavement Management System
