ESEA Waiver Annual Progress Targets As approved in New Jersey’s Elementary and Secondary Education Act (ESEA) Flexibility Waiver Application, the New Jersey Department of Education (NJDOE) is transitioning to a new accountability system that provides a more accurate analysis of student achievement.
