Why We Do A Census Article 1, Section 2 of the US Constitution The actual enumeration shall be made within three years after the first meeting of the Congress of the United States, and within every subsequent term of ten years, in such manner as they shall by the law direct.

Three Main Reasons We Miss People We don’t have an address We can’t send a form If we get a response, we can’t “match” them to the ground We can’t get a response We have an address, but we can’t determine occupancy We get a partial response Children Multiple Families Unrelated Individuals

Ways We Partner Raising awareness through community engagement - Indian Country: Tribal Partnership Program Making it relevant - Local community needs (i.e., funding, infrastructure, services)

Tribal Partnership Program Engage tribal communities toward greater participation in the 2020 Census Outreach to tribal populations with historically low response rates and undercounts Deliver messaging through trusted tribal and/or community leaders/voices

2020 Tribal Partnership Program Promote the importance of a complete and accurate count to the entire AIAN population Tribal Governments Liaison Program Partner with AI/AN Organizations, ex: CCUIH Tribal Complete Count Committees

Tribal Partnership Goals Support 2020 Census activities for AIAN populations in Indian Country Ensure the best possible count of AIAN populations by increasing the overall AIAN self-response rate Count everyone once, only once, and in the right place

“In the Right Place”: The Local Update of Census Addresses (LUCA) for the 2020 Active participation in LUCA is tribal government’s opportunity to review and comment on the US Census Bureau’s residential address list for their jurisdiction prior to the 2020 Census. Why is tribal participation in LUCA important? - Ensure an accurate decennial count in your tribal community - Distribution of more than $400 billion federal funds annually for infrastructure, programs and services - Plan for future tribal community needs, including housing, education and healthcare

LUCA Schedule January 2017: Advance notification of LUCA mailed to Tribal Leaders March 2017: LUCA promotional workshops begin July 2017: Invitation & registration forms mailed October 2017: LUCA technical workshops begin; self-training aids & webinars are available online February 2018: Participant materials mailed to those registered; participants will have 120 calendar days from the receipt of materials to complete review August 2019: Feedback materials offered to participants with the results of address canvassing April 1, 2020: Census Day

Boundary and Annexation Survey (BAS) Active participation in BAS is the primary way that tribal governments ensure that their legal boundaries are correctly recorded with the federal government Tribes report new land and updated boundaries for federal reservations and off-reservation trust land Accurate legal boundaries are part of the foundation of good decision-making for tribal governments – responding to BAS ensures tribes have the best data available
