Current Options Maintain Dispatch Operations in Freeport Consolidate with Cumberland County Consolidate with the Town of Brunswick

Operations Comparison Remain in Freeport FY 2011 Budget will be approx. $252,430 (net of income and remaining expenses except for wages) Consolidate with Cumberland County $148,490 for FY 2011 Savings of $82,940-$68,440 (net of daytime/weekend staffing at public safety) Consolidate with Brunswick $122,925 for FY 2011 Savings of $108,505-$94,005 (net of daytime/weekend staffing at public safety) Note: If the Town discontinues alarm monitoring, the impact of lost general fund revenue and Town building alarm expenditures is $14,500 annually. This is shown in the ranges above.

Capital Cost of Consolidation-No Alarms Cumberland County Capital Cost $122,500 (includes $34,000 grant) Town of Brunswick Capital Cost $215,000 County is Less Expensive by $92,500 ($58,500 if grant is not included)

Service Level in Freeport- With Consolidation Current staff will be moved to cover the dispatch “reception” window (M-S 8:00-4:30/S 10-4:30) Weekends and holidays will be staffed per-diem. Approx cost $21,000 Telephone Calls: County/Brunswick will begin to answer Reassurance Program: to be handled by fire department staff or reception personnel Radio Communications: County or Brunswick will handle except internal Town department traffic Teletype (data entry of incidents): County or Brunswick In-House Computer System: County/Brunswick will handle basic incident entry; police department staff will enter routine changes not caused by an incident Parking Tickets: Will be handled by police staff Towing Calls: County/Brunswick General Questions (directions, events, etc.): During normal business hours only Permits: During business hours, except burn permits can be done on-line for $7 Concealed Weapons Permits: During business hours Bad-Check Packets: During business hours

Public Safety Configuration Building will be secured after-hours Telephone with video will be available outside front door County/Brunswick Dispatch Center will be able to speak with, monitor, and remotely let people into lobby in an emergency situation until police arrive Exterior alarm will alert both the police and fire departments that someone needs entry Brunswick has been answering Freeport’s 911 Emergency calls for approximately three years; there would be no interruptions to this service under a consolidation plan.
