Providing a migration path for legacy data link services from ACARS to ATN/VDL2. Programme Objectives * Accommodation of FANS1/A is possible for long-haul flights

A Three-step Approach 1 2 3 Pioneers Incentives Mandate Objective: 100 aircraft and 4 to 5 centres equipped. Incentives Objective: 25% of flights equipped by 2007 through route charge reduction in LINK airspace. Mandate Objective: more than 75% of flights equipped at the end of the decade. 2 3

1 The Pioneer Scheme Airlines Area Control Centres The Pioneer Scheme is a fact. Financial support and access to the LINK Test Facility. 3 Airlines - 45 aircraft contractually committed. Implementation has started. Area Control Centres The Pioneer Scheme is proposed. One centre per ANSP, provided implementation is early.

2 Incentives The Idea Current Status CPDLC equipped aircraft: less workload. Route Charge reduction of 2%. Compensated by non-equipped. Target: implemented in 2005. Current Status Support from Airlines and ANSPs. but Route Charges are managed by States. Airline ACC

2 Incentives 2% reduction for equipped flight ~13 € Compensation per non-equipped flight ~0.47 € Example Airline conducts 22 data link equipped flights per day. Saving for equipped flights per year: 218,778.98 € Cost increase for non-equipped flights per year: 57415.61€ Result: an overall saving of 161,363.37 € per year An Airline Example
