Challenges in matters of Safety at CERN Intergovernmental Organization establishing its own legal framework as necessary for its proper functioning CERN is not subject to controls by national authorities (but contractors are) Site straddling the CH-F border  tripartite approach involving both host states in matters radiation protection/safety, environmental protection and contractor safety Use of cutting-edge and unusual (“non state-of-the-art”) technologies major “industrial” sites with a large variety of hazards Dynamic installations according to research needs Important presence of contractors on site, who are subject both to CERN and national rules 16/01/2017 CERN - ITER workshop

HSE mission “…establish and update Safety Rules as required for the proper functioning of the Organization;” “…support and monitor the implementation of the CERN Safety Policy, the CERN Safety Rules, the CERN Safety Objectives and best practices at all levels;” “…grant Safety clearance for Installations, including special equipment, activities, projects and CERN Experiments with major Safety implications.” 16/01/2017 CERN - ITER workshop

Safety responsibilities (as defined by the CERN safety rules) Director general: “…..the Director-General shall take the appropriate measures and shall make the necessary means available to ensure the Safety of all persons participating in the activities of the Organization or present on its site, as well as of CERN’s Installations, activities and projects and CERN Experiments ……” Department heads: “Each Department Head shall be responsible for Safety within his Department, including for the Safety of Installations, activities and projects under its responsibility……… He shall in particular: ………take the necessary measures to ensure that all other persons participating in the activities of his Department or in Experiments hosted by it receive information regarding the CERN Safety Policy, the relevant CERN Safety Rules and best practices and that they comply with them…” 16/01/2017 CERN - ITER workshop

Safety responsibilities (as defined by the CERN safety rules): contractors Contractors shall ensure that their personnel, activities and material they bring on site comply with the CERN Safety Policy and Rules and applicable national laws Each contractor must in particular: keep himself informed regarding all aspects of the Safety related to the performance of his contractual obligations at CERN; take the necessary measures to ensure that his personnel present on the CERN site receive adequate means to fulfil their obligations in matters of Safety, including training and information; notify CERN of any Incident involving his personnel present on the CERN site and, in collaboration with CERN, review records of Incidents and implement appropriate measures; liaise with his designated contacts at CERN and the competent national authorities, as required. 16/01/2017 CERN - ITER workshop

Personnel safety During any major installation activity, CERN is responsible for the “safety of all persons participating in the activities of the Organization or present on its site” Risks include: Work in underground access (complex evacuation plans, small space…) Fire and Flood risks Co-activity (many things happening in parallel) Industrial risks (electricity, chemicals…..) Ionizing and non-ionizing radiation …… Minimization and Mitigation measures include: Protection of equipment Individual protection material for personnel Access control Information and Training Use of procedures …. 16/01/2017 CERN - ITER workshop

Personnel safety : Information for Contractors HSE checks all call for tenders with respect to safety requirements Information on safety requirements is included in all tenders + a “Working at CERN document” defines: Procedures and rules to be followed with regard to specific hazards/risks related to the contract Training requirements Additional information is provided at bidders conferences 16/01/2017 CERN - ITER workshop

Personnel safety: training for Contractors The contractor is expected to provide trained, knowledgeable personnel CERN provides extensive CERN-specific safety training such as General safety at CERN Cryogenic safety: Use of a self rescue mask and ODH procedures, alarms etc. Radiation protection training and monitoring Electrical risks Evacuation and alarm procedures …… Work at CERN is conditional on passing the relevant safety training courses 16/01/2017 CERN - ITER workshop

Equipment safety The CERN Rules state that equipment should normally be CE (or equivalent) marked Have passed all relevant standard safety tests Be equipped with all safety devices…. Rules also define “equipment liable to have major Safety implications” being equipment that is either not compliant with the applicable European directives, or of a highly complex design, or using reduced safety factors, or requiring special conditions of use, or using unconventional materials or manufacturing technologies, or presenting a high-level hazard for people, the environment or other installations in the event of failure. 16/01/2017 CERN - ITER workshop

Equipment safety For “equipment liable to have major safety the Safety implications” the safety requirements are defined by the HSE Unit Most of the equipment at CERN is “standard” but we retain the option of installing “ equipment liable to have major Safety implications” for some special cases, which will always exist in a hi-tech research facility Safety clearance for this type of equipment is based on a case by case analysis from HSE covering is life cycle including design and manufacturing. This safety clearance can also include restrictions on the mode of operation of the equipment 16/01/2017 CERN - ITER workshop

Equipment safety and QA SMACC = Superconducting Magnet And Circuits Consolidation, which was preformed during LS1 Open all s/c magnet interconnects redo all the circuit connections and reclose (27,000 connections!) A mistake would mean At best a long delay (several months) At worst a catastrophic failure leading to damage to many magnets The teams doing this job were external to CERN Work was organised and supervised by CERN staff CERN qualified all personnel, who would work on the mechanical welding and cutting in the tunnel. Conclusions Safety of people and equipment at CERN is CERN’s responsibility We can delegate tasks (design, construction, operation…) but not the responsibility for safety on the CERN site For specialised research equipment we need an internal safety clearance procedure, as it is realistically impossible to make such equipment conform to all the regulations without excessive cost and delays The use of well established and tested procedures improves Safety and also gives us large benefits on the QA front 16/01/2017 CERN - ITER workshop
