Thermal Imaging Camera Proposal Goal- To replace the remaining aging front line Thermal Imaging Cameras (TIC) and outfit all working members with a TIC for a safe and effective operational scenario.

Current Equipment 4 ISG X380N Purchased April 2014 for $44,440 Replaced Bullard T1 TIC purchased in 1998-1999 (Taken OOS in 2011-12) Currently on Front Line Engines Only 2 Bullard T3 TIC Purchased in 2008 approx around $13k each Old Technology by current standards and use Currently on Tower Ladder and Rescue/ FAST Operations Bullard Eclipse Originally Purchased for Training Bureau Moved to Shift Commander vehicle to add camera to operations

Proposed Equipment 3 Additional ISG X380 $4500 each These are Demo Cameras being sold at a reduced cost with warranty and updates Regular price $10-11K 7 New Flir K2 TIC’s $1000 each** These cameras are newer technology and more affordable primarily made for personal use to be aware of thermal conditions /environment Regular price $1295

Proposed Equipment Deployment Update all first due apparatus to the higher grade and quality ISG X380 and move the Bullard T3’s to a reduced use position for the remainder of its in service lifetime. To be used by the rider/officer on each rig . ISG X380- Engines 11,13,14,15 Tower Ladder and Rescue Truck Shift Commanders Vehicle Flir K2 - For members in driving and additional riding positions. Cameras would be issued to members at the beginning of the shift. HQ - 3 Sta 3- 2 Sta 4- 1 Sta 5- 1 Bullard T3 – Moved to backup / second due engines. Factors to consider The Bullard T3 cameras are essentially not worth repairing as the cameras are worth less than the repairs cost .Parts and Technology are basically obsolete The cost of the Flir K2 TIC is an old price for buying a total of 7 cameras that they will honor. On Jan 1 2017 the cost will go up to about to about $1295 which is the current retail price. The loss of an average of 1.5 firefighters lost in the new staffing will put our members in even more situations operating alone. On a FAST team response we will be able to have all members have a TIC to assist in rescue operations if need be.

Factors to consider The higher grade TIC’s have a lifespan of no more than 8-10 years. Loss of more experienced members put younger members in positions that would be more operationally effective and safe when equipped with TIC. The reduced price of the demo cameras is a savings over purchasing regular priced cameras. The opportunity rarely comes up and would allow use to get to an advantageous TIC operational standpoint for a price point that would normally only allow to replace 2 of the higher grade cameras. For that same price we would be able to outfit all the members working via 3 higher grade and 7 personal TIC’s.

For a Total Cost of $20,500 **Normal cost $40,560.00 for nearly 50% savings**
