Local Action Group (LAG) Integrated, multisectoral partnership at the local level Otevřená a transparentní struktura Possible legal form: o.p.s., z.s. a z.ú. At the decision-making level, the private partners and associations must make up at least 50 % of the local partnership. A coherent rural region Area of 10 – 100 000 inhabitants (EU 150 000) Territories of LAGs shall not overlap, Municipalities themselves decide on LAG area they want to belong to! Standardization of LAGs LAGs shall meet standards given and predefined by the Ministry, LAG‘s bodies and processes shall be open and transparent, a LAG cannot implement its Strategy without certification from Ministry Public sector private sector Non-profit sector Municipalities and their associations Public-benefit organisations Schools Public bodies, state institutions For-profit organisations (ltd, corp) Entepreneurs Farmers Associations – societies, Charitable society, public benefit society, Church – parish, Active individualls, Volunteers.. Community-led Local Development(CLLD) A new approach building on the principles of LEADER method widening possibilities for financing = MULTI-FUND financing. The CLLD instrument is being implemented in the CR within the 2014-2020 programming. CLLD brings local actors together and allows actions to be tailor-made to social, environemntal and economic challenges. CLLD can be time-demandig, however, not money-eating, and it is many opportunities offering (to influence and develop new ideas and ways for quality of lives improvement and their implementation into practice). key features place-based approach Bottom-up elaboration and implementation of strategies Area-based local development strategies Networking and cooperation (local public-private partnerships) Transparency, usefulness, Cooperation, Innovation, Integrated and multisectoral actions. www.nsmascr.cz

LEADER in the CR- Practice examples Successes Animation LAGs as administers of ca 15 000 projects (out of which 10 000 implemented). Growing capacity of LAGs to: provide assistance and consultancy with project applications, maintain interaction between different local actors, strenghten long-term participation of local people. Local actors‘ competences, knowledge and awareness raising Increasing familiarity of locals with project applications and with the practical operation of the whole system – projects applicants capable of submitting proposals on their own; Setbacks Open-mindedness and transparency of LAGs Capacity building of LAGs Monitoring and evaluation – duplication (LAG vs Paying Agency) a LAG rather as an advisory body, a paying agency is paramount (The State Agricultural Intervention Fund) www.nsmascr.cz
