CBP Agriculture Operations CBPAS use their specialized skill sets to protect American agriculture and the food supply by preventing the introduction of harmful exotic plant pests and foreign animal diseases and potential agro/bio-terrorism into the United States Check conveyances, commodities, and packaging materials for contaminants and invasive plant pests and diseases Inspect the passenger baggage/belongings to prevent the intentional and unintentional entry of prohibited/restricted agriculture items

Risk Determination APHIS conducts risk analysis in accordance with ISPM 11 and its supplements The risk analysis process examines pests and diseases that are known to be associated with a commodity, identifies those pests that are likely to remain after importation, and evaluates the mitigations that may be required to avoid, reduce, or eliminate the risk CBP conducts pre-arrival analysis, selects holds, conducts examinations, and conditionally releases in accordance with USDA and CBP guidelines
