Working Group #6 Topic: Training for Senior Leaders Going into an Advisory Role – Is there a training & education gap? Purpose: To determine whether there is a training and education gap for senior leaders which causes a negative trickle-down effect to the subordinate activities. The Workgroup will review the alignment of the advisor mission within the Executive-Generating-Operating function (EGO) construct as a guide. The workgroup will then examine whether the creation of minimum training requirements or a critical examination of the advisor mission and end state will enhance the senior leader training & education and ultimately the conduct of missions. To determine the appropriate training & education requirement for senior leaders the workgroup will seek alignment in a: 1) clear U.S. diplomatic, development, defense mission/endstate; 2) a clear task review of the mission to determine the required capability and capacity for U.S. defense efforts; and 3) a clear review of interagency/international support that may inform the effectiveness of U.S. defense efforts Objectives: The working group will review a Case Study (or scenario) to determine potential gaps in endstate, planning, or execution and provide recommendations for senior leader identification, training or guidance within the Executive/Generating/Operating function construct. Deliverables: A proposed advisor framework to understand interagency coordination gaps; A recommended structure, policy, procedure for advisor implementation; and Training & Education requirements for particular senior leaders and organizations to implement advising for senior leaders
