ESA EO Programmes after CM16 EOEP-5 Block 2

ESAESA/PB-EO/156/RoomDoc(2014)19 FLEX FLEX, the 8th Earth Explorer Mission, will: quantify actual photosynthetic activity of terrestrial ecosystems; provide physiological indicators for vegetation health status; by direct measurements of vegetation fluorescence at relevant spatial scales. Procurement around two successive steps: development of the technologically challenging FLEX Instrument (FLORIS); development of the FLEX Platform and Satellite with a planned kick-off after successful FLORIS PDR and technology readiness confirmation; Currently estimated launch readiness is Q4 2022. ESAESA/PB-EO/156/RoomDoc(2014)19 FLEX First procurement action, covering FLORIS phase B2, C, D & E1, had the contract proposal approved by IPC on 22nd June 2016 and it was kicked-off early Sept 2016 with Leonardo (I) as Prime and OHB (D) as Co-Prime. FLORIS Industry Day held in ESTEC on 22nd Sept. 2016. Best Practices of FLORIS instrument are in progress. Second procurement action, in open competition covers the FLEX Satellite activities, including the Platform. This FLEX Satellite contract will eventually subsume the FLORIS contract, by contract novation. FLEX Satellite B2, C, D & E1 ITT planned to be released in April 2017 for a kick-off in Q1/Q2 2018. Scope of Procurement: Development and delivery of the FLEX Satellite consisting of a platform, FLORIS and some mission specific items; All the associated ground support infrastructure necessary to design, develop, and verify the Satellite; Services for operations preparation, launch campaign implementation, in-orbit commissioning and calibration up to successful In-orbit Commissioning Review. Performance simulator and Level 1b data processor (partly covered by FLORIS contract).

CSC Evolution New Sentinels (aka Sentinels-7 / -8 / -9/ -10) User Consultation on-going by/with COM; Prioritization to be achieved ASAP in order to start substantial activities (at technology development and sub-system level) in 2017 to guarantee programme continuity or complement/augment existing missions (e.g. via tandem implantation like TIRI free-flyer and Sentinels-2C/-2D); Potential Candidates (in arbitrary order): CO2 Monitoring System (not 1 satellite but a system – maybe implemented in cooperation) Sentinel for Ice and Snow measurement Thermal Infrared Imager (TIRI) companion of Sentinel-2C/-2D (instrument pre-development starting) Hyperspectral mission others
