Division of Federal Fiscal Compliance and Reporting Title I, Part A – Comparability of Services This is the training module on “Skipped” Campuses. Training Module Skipped Campuses

Skipped Campuses Any campus not receiving Title I, Part A funds with a low income percentage exceeding 75% Any campus in a grade span that does not receive Title I, Part A funding while a campus with a lower income percentage is receiving Title I, Part A funding A campus is considered “skipped” if it has a low income percentage exceeding 75%, but is not receiving Title I, Part A funds. A campus is considered “skipped” if it Title I eligible but does not receive Title I, Part A funding while a campus(es) within the same grade span group with a lower income percentage is receiving Title I, Part A funding. If a campus is determined to be “skipped”, the LEA is responsible for ensuring that the following conditions are met: The “skipped campus” meets the comparability requirement just as if it were a Title I, Part A campus; The “skipped campus” receives supplemental funds from other state or local sources that are spent according to the school-wide or targeted assistance requirements; and The funds expended from such other sources equal or exceed the amount that would be provided under Title I, Part A.

Skipped Campuses Any campus not receiving Title I, Part A funds with a low income percentage exceeding 75% In the illustration above, campus 1 is “skipped” Campus Grade Span Title I or Non-Title I Low-Income Percentage Campus 1 K-5 76% skipped Campus 2 Title I 50% Campus 3 Non-Title 35% In this illustration, Campus 1 is considered “skipped” since it is not receiving Title 1, Part A services and has a low-income percentage exceeding 75%.

Skipped Campuses Any campus in a grade span that does not receive Title I, Part A funding while a campus with a lower income percentage is receiving Title I, Part A funding In the illustration above, campus 1 is “skipped” Campus Grade Span Title I or Non-Title I Low-Income Percentage Campus 1 K-5 64% skipped Campus 2 Title I 50% Campus 3 42% Campus 4 35% In this illustration, Campus 1 is considered “skipped” because it does not receive Title I, Part A funding while Campuses 2, 3 and 4, which have a lower income-percentages, are receiving Title I, Part A funding.

Skipped Campuses On the Comparability Computation Form (CCF), LEAs must identify skipped campuses with a “Y” to indicated “skipped” Because “skipped” campuses are required to meet the comparability requirement just as if it were a Title I, Part A campus, the campuses must be treated as a Title I, Part A campus on the comparability computation Form. The LEA should Identify the “Skipped” campuses by entering a “Y” in the appropriate column.
