Topic: JFK and LBJ Domestic Policy Aim: How did JFK and LBJ approach domestic policy?

JFK New Frontier Manpower Development and Training Act (1962) Retrained farmers and chronically unemployed farmers. Provided opportunities for the very poor to become self-sustaining.

JFK New Frontier Nuclear Test Ban Treaty (1963) United States and Soviet Union banned nuclear tests in the atmosphere. Helped to increase security for all Americans.

JFK New Frontier Space Program In 1961, Kennedy committed United States to putting a man on the moon by 1970. Allowed United States to take the lead from Russia in space program.

JFK New Frontier Medical Retardation and Health Centers Act (1963) Provided funds for research and treatment. Gave needed support for a group unable to speak for themselves.

JFK New Frontier Kennedy’s proposals that were not enacted before his assassination but enacted later include: Federal aid to elementary and secondary education Medicare Voting rights and equal treatment for African-Americans in public accommodations

LBJ Great Society Lyndon Johnson (1963 – 1969) A liberal Southern Democrat who had served as Majority Leader in the Senate before becoming Kennedy’s vice president. He became President after Kennedy’s assassination. The Great Society “War on Poverty” using the resources of the country in the same way that they would be used to deal with a national emergency. An end to racial injustice through the passage and enforcement of strong civil rights legislation.

LBJ Great Society Civil Rights Act (1964) Banned discrimination in jobs, public hotels and restaurants, and voting. Marked the first legislative success of the Civil Rights Movement.

LBJ Great Society Economic Opportunities Act (1964) Funded a variety of “war on poverty” programs, including the Job Corps, VISTA, HeadStart, Upward Bound, Neighborhood Youth Corp, and College Work Study. Solved few problems because the war in Vietnam required an increasingly large share of national budget.

LBJ Great Society Voting Rights Act (1965) Allowed for federal registering of voters and federal monitoring of elections and outlawed literacy tests. Strengthened earlier voting laws designed to guarantee voting rights for African-Americans.

LBJ Great Society “Medicare” Act (1965) Provided federal funding for medical care for the elderly under Social Security. Removed a major inequity in health care.

LBJ Great Society Elementary and Secondary Education Act (1965) Federal funds given to public schools and funds for instructional materials supplied to public, private, and parochial schools. Helped to increase educational opportunity, particularly for poorer areas.

LBJ Great Society Higher Education Act (1965) Provided federal funding for student loans and college construction. Helped to make college education affordable for less affluent students.

LBJ Great Society Appalachian Development Act (1965) Supplied federal funds for a particularly depressed area. New roads, land improvement, and new health centers in the area.

LBJ Great Society Immigration Act (1965) Gave priority to keeping families together and promoting national needs. Eliminated discrimination based on national origin

LBJ Great Society Demonstration Cities Act (1966) Provided funds for rebuilding deteriorated urban areas Aimed to inspire creativity in solving though urban problems

LBJ Great Society Civil Rights Act (1968) Banned racial discrimination in the sale and rental of housing Helped to integrate some neighborhoods
