General remarks on eligible costs / Üldised tähelepanekud abikõlblike kulude kohta Implementing Rules (EC regulation 951/2007) / Rakenduseeskirjad (EÜ määrus 951/2007 We start the explanation of the concept of eligible costs with a reminder of the rules: PraG and Implementing Rules in two slides. Take into account that contributions in kind are not eligible in most of the programmes

General remarks on eligible costs / Üldised tähelepanekud abikõlblike kulude kohta PraG 6.1.1. “The grant is expressed by ways of a percentage and a maximum amount of the eligible costs of the action actually incurred by the Beneficiary.” Lump sums or flat-rates are accepted in some cases. / „Toetus on väljendatud protsendi kujul ja maksimaalse abikõlblike kulude summana, mis toetusesaaja poolt projekti elluviimisel tegelikult kantud“. Summeeritud või kindlasummalist määra aktsepteeritakse vaid teatud juhtudel. PraG 6.4.10.3 “The Community finances a specific percentage of the total eligible costs rather than a particular part of the action. If at the end of the action, the actual eligible cost is lower than anticipated, the grant will be reduced proportionately.” / Ühendus rahastab pigem teatud protsenti kõigist abikõlblikest kuludest, mitte konkreetset osa projektist. Kui meetme elluviimise lõpus tegelik abikõlblik kulu on madalam kui eeldatud, siis vähendatakse toetust proportsionaalselt. Remark that “action” in PraG is equivalent to “project”

Types of eligible costs / Abikõlblike kulude liigid The types of costs considered as eligible, defined in Article 14 of the “General Conditions” are: / Abikõlblike kulude tüübid on määratud Üldtingimuste artiklis 14 alljärgnevalt: Eligible direct costs / Otsesed abikõlblikud kulud Costs must comply with the provisions of Article 14.1 & 14.2. an indicative list of supporting documents can be found in article 16.3 / Kulud peavad vastama artikli 14.1 ja 14.2 tingimustele ning kuludokumentide indikatiivne loetelu on saadaval artiklist 16.3 Contingency reserve / Ettenägematute kulude reserv Not exceeding 5% of the direct eligible costs. It may be used only with the prior authorisation of the contracting authority / Ei ületa 5% projekti otsestest abikõlblikest kuludest. Võib kasutada üksnes ühise korraldusasutuse eelneval kirjalikul loal Eligible indirect costs (overheads) / Abikõlblikud kaudsed kulud (üldkulud) Flat-rate funding set at not more than 7% of the total eligible direct costs / Kindlasummaline rahastus on määratud mitte rohkem kui 7%-ni kõigist abikõlblikest otsestest kuludest Remark that “action” in PraG is equivalent to “project”

General principles in General Conditions / Üldtingimuste üldised põhimõtted Eligible costs are costs actually incurred by the beneficiary or partners of the grant which meet the following criteria / Abikõlblikud kulud on kulud, mida toetusesaaja või tema partner(id) on tegelikult kandnud ja mis vastavad järgmistele tingimustele: Have been incurred during the implementation period / kantakse projekti elluviimise jooksul (1) Be indicated in the estimated overall budget of the action / on näidatud projekti kogueelarveprognoosis, Be necessary for the implementation of the action / on vajalikud projekti elluviimiseks, Be identifiable and verifiable, recorded in the accounting of beneficiary and partners, and backed-up by originals of supporting documents / on tuvastatavad ja kontrollitavad, kirjendatud toetusesaaja või tema partneri(te) raamatupidamisarvestuses ja varundatud kuludokumentide originaalidega Be reasonable, justified and comply with the requirements of sound financial management, in particular regarding economy and efficiency / on mõistlikud ja õigustatud ning vastavad usaldusväärse finantsjuhtimise nõuetele, eelkõige säästlikkuse ja tõhususe poolest (1) Except for costs relating to expenditure verification and the preparation of the final report / v.a kulud, mis on seotud lõpparuannetega, kulutuste tõendamise ja projekti hindamisega
